This is the ritual and affair of requesting all the Sangha. Fourth fascicle. From the chapter on the Parajika of false accusation, if any Bhikshu has previously handled it well, and then afterwards says, 'Venerable ones, having known it in this way, I have dedicated the gains of the Sangha to an individual,' then it is a Parajika. In addition to what was said, if the three Dharma robes of a Bhikshu are worn out and the patches are also completely old, then the Sangha should bestow a large piece of cloth through the mere act of requesting. It should be done like this: Having arranged the dwelling place, strike the ghanta, and with words of inquiry, truly inform the Bhikshus. When all the Sangha have gathered and are in harmony, one Bhikshu should make the request. It should be done like this: Having sat down, he should say this: Venerable Sangha, please listen. This virtuous Gyadbu Nor is faithful, good, and has a good mind. And for the Sangha, he is also diligent in the work of expounding the Dharma. He has not offered a path or completely abandoned anything to the Buddha, Dharma, Sangha, or any agreeable Bhikshus. He has offered and completely abandoned in such a way that the three Dharma robes are worn out and the patches are also completely old, while the Sangha has a large piece of cloth that can be obtained. If the time is right for the Sangha and it is permissible, then please let the Sangha allow,
