This is how it is done: The Sangha listens. The Bhikshu named so-and-so seeks a suitable site for building a house, without dispute, and that can be started. The Bhikshu named so-and-so requests the Sangha to indicate a suitable site for building a house, without dispute, and that can be started. For this reason, if the Sangha is requested to indicate a suitable site for building a house, without dispute, and that can be started for the Bhikshu named so-and-so, then among you venerable ones, those who can tolerate indicating a suitable site for building a house, without dispute, and that can be started for the Bhikshu named so-and-so, please remain silent. Those who cannot tolerate it, please speak. After the Sangha has tolerated and permitted it, the Sangha has indicated a suitable site for building a house, without dispute, and that can be started for the Bhikshu named so-and-so. Because no one speaks in this way, it is accepted as such. This is the ritual and procedure for bestowing the indication of a suitable site for building a house. From the case of the Sangha's remaining monastery, it is said in the sutra that the site of the monastery should be bestowed, which is done as follows: If a Bhikshu who is the owner starts to build a large monastery for the Sangha, then that Bhikshu should seek a suitable site, without dispute, and that can be started, and request the Sangha to indicate it. If there is a snake's nest, a scorpion's nest, a centipede's nest, or an ant's nest, it should not be indicated because it is not suitable. If it is suitable, it should be carefully examined underneath. If there is a king's foundation, a stupa's foundation, a householder's foundation, a heretic's foundation, a Bhikshuni's summer retreat, or trees to be cut down, it should not be indicated because there is dispute. If the site is suitable and without dispute, it should be carefully examined within a radius of one fathom around it. If the site relies on a river, a well, a road, or a cliff, it should not be indicated because it cannot be started. If the site is suitable and complete in all respects, then that Bhikshu

Having gone to the monastery, having prepared the seats, having struck the ghanta and admonished the monks with words of inquiry, when all the monks are assembled and in harmony, having taken off their shoes, having bared one shoulder, and having prostrated in order of seniority, squatting beside the elders, joining palms, one should say thus: "Venerable Sangha, please listen. I, a monk, named so-and-so, am seeking a site suitable for building a monastery, without dispute, and suitable for commencing construction. I, a monk, named so-and-so, request the Sangha to indicate a site suitable for building a monastery, without dispute, and suitable for commencing construction. Out of compassion, venerable Sangha, for the sake of compassion, please grant the indication of a site suitable for building a monastery, without dispute, and suitable for commencing construction, to me, a monk, named so-and-so." Thus, repeat twice, three times. This is the request for the indication of a monastery site. After that, those monks should not go there out of faith or confidence in that monk, but rather, all the Sangha should go there, or send monks appointed by the Sangha. They should examine that site with their eyes, and if there is a dwelling of snakes, or a dwelling of scorpions, or a dwelling of lizards, or a dwelling of ants, it should not be indicated because it is unsuitable. If it is suitable, then it should be closely examined. If it is a site of a king, or a site of a stupa, or a site of a householder, or a site of a heretic, or a summer retreat of nuns, or if there are lush trees to be cut down, it should not be indicated because it is contentious. If the site is suitable and without dispute, then its surrounding area, one fathom in circumference, should be closely examined. If the site relies on a river, or relies on a well, or relies on a road, or relies on a precipice, it should not be indicated because it is unsuitable for commencing construction. If that site is suitable and complete in all aspects, then those monks should sit respectfully beside the elders and say thus: "Place..."
