Please allow the assembly! When distributing the precepts, please let everyone assemble. If, by giving in this way, the assembly thinks that unrighteous precepts will increase, then do not distribute them. The distributor should hold the righteous precepts with the right hand and the other part with the left hand. Cover those, make the former appear, and then say: These are the righteous precepts, without distortion, without wavering, without defilement, with good color, fragrant smell, and soft touch, please accept them. When searching for the other part, do not hesitate between two sentences. Distribute in whichever way, covering or separating, that increases righteousness. Venerable one, do you know your Khenpo and Acharya, and the same Khenpo and the same Acharya, and those who mix in conversation, and those who say they are visiting, and those who wish to go together, and those who are companions? Accept the righteous precepts, you too accept the righteous precepts! If you argue with them, that would not be good, so whisper in the ear. Do not accept unrighteous precepts. Do not act without asking the Sutra Pitaka, the Vinaya Pitaka, and the Matrika. Do not act with patience that leads to division. Do not act unrighteously. If you know that those two will happen, do not do it. In equality, for the sake of the great Shravaka, accept one righteous precept. Do not be annoyed by silence because of unrighteousness. For blameless talk, grant purification. There are four kinds of talk: without basis, based on following other bases, not relying on external correction, and done by a madman. For the first three, grant discipline with mindfulness. For the last one, discipline with non-madness. Because of having fallen, there are three kinds of disputes: without external spread, the two with external spread, namely the close ones and those related to all the Sangha. From the first, correction is done through the act of confession. From the second, correction is done through direct discipline. From the third, correction is done through spreading grass-like. For this, for the benefit of many, for those who are not Sangha and should confess, it should be corrected by one person. Not by many at once.

Furthermore. Because it is said what it is, and because it makes knowledge appear. Even if other aspects are in agreement. For those who do not admit and are meaningless, confession is not established. It is permissible to discuss things together. The speaker himself is also the same. Regarding this, the difference in number is not fixed. The speaker should restrain himself with body and speech, and know the collections, and after careful consideration in the Sangha, have wrong views about the Dharma and Vinaya, and not show views contrary to this. One should respect those who possess these three qualities. One should not be in agreement with those who have broken their vows and propagate wrong views. For those who are not like that, who hold the collections but do not understand, one should exhort them. In order to understand their intention, one should refute and examine. Because it does not abide in a place. A place is time, location, behavior, and following, etc. If it is transferred to another place or becomes confused, the discussion is established. If the speaker admits, that is the ultimate. The speaker is one who sees the truth, and is the most excellent in virtue, even if he is a householder, others should be taken as the standard. If it is with others, one should follow the words. If it becomes doubt, then it is not knowing. What is determined from that is similar to admission. Because of the fall, for this dispute, one should give what is similar to seeking its essence, namely, giving. Being separated from certainty is contempt. If one admits in the Sangha and then despises, in order to make him accept it definitively, one must give a definite combination. That is because it is helpful in seeking its essence, so it is the same as seeking its essence. Some consider this as a harsh method. This is not good, because it contradicts the Sutra Pitaka. It is not considered to separate it from the category by means of near pacification, because threats and so on are that itself, so no distinction has been made. If one thinks that one knows it but despises it, it is because knowledge arises even though it exists but is not seen. In order to make it near pacification, one should not fail to make effort. The basis of dispute. All peace enters into dispute for the sake of action. What is not suitable to be supplemented is good.
