It is necessary to advise those who are in the direction of intention and in other directions. However, it is not like that in difference. When requesting, it is necessary to definitely associate with harmony. The gains of the summer retreat are only controlled by the speaker of the Dharma. If both are gathered, then it should be distributed without making distinctions, and it should also be offered to the Sangha. Among them, if it is the measure of the Sangha, then it is like that. If it is a small amount, and the other is that, then to whose lap should it be offered? If it is for both, then it is for both. Among them, it is divided by person, not by the Sangha. The basis for the action is the request and the matter of the daughter of Barmasai. The basis for the difference in action is complete. The dispute of the Sangha is said to be requested with things that are different from the Dharma, or to allow the taking of wooden sticks for this matter. If the matter to be disputed is not the measure of the Sangha, and there is no measure of the Sangha within the boundary, then it will not be accomplished. If one knows both Dharma and non-Dharma in this way, then there is no boundary. In the matter of dispute, it is also understood as Dharma by understanding. The basis of the dispute of the Dharma wheel. The ninth chapter of the Vinaya Sutra. The four causes of conflict. To wrongly assert the reality of things, and to abandon, and to fall into sin, and to establish, and not to give to those who are in accordance with the karma. That which arises from the first cause is to pacify by making it one continuum. That which arises from the second cause is to give with this and purity. That which arises from the third cause is to give by applying it to rectification and definite holding. The last one is to cause to give. If the two divisions cannot be equalized, then those who are drawn from the assembly should accomplish it well. By the monks. By the upright. These two. By one or more. One should act uprightly towards the impartial. They should be permanently appointed by the Sangha. Here, one should appoint those who do not create strife. Knowing shame and wanting to learn. Those who know the Vinaya very well. Those who are skilled in the conduct of disputes that arise. Those who are extremely persistent. Those who abide and act without committing sins. The equal. Those who understand the language well. Those who can speak well. The virtuous. If they cannot pacify, then they should be told to the Sangha. If they cannot, then they should appoint those who are clear.

The number of the Sangha should not be less than this. If that department is not able to do it, then it should appoint its own clarifiers. If it is not able to do it and does nothing else, then it should give it to the one from whom it received help. If it returns, then the four Sanghas should appoint the one who hides the dispute. He should give it to the other Sangha including the elders. When telling what happened in the past, give it for three months. That is it. If it is returned, then he should give it to those who hold the Sutra Pitaka, the Vinaya Pitaka, and the Matrika. For six months. Those should give it to the elders who have power. There is no end to it. He should avoid anything that is owned from those two, even including cleaning agents, toothbrushes, and so on. Standing together, sitting together, walking together, talking, and saying "please come" as well. If following, then say to them, "Venerables, you have become fighters, become fault-finders, become arguers, become antagonists, and have not found a place to stay, because it is not a discovery, after having gone forth in the well-spoken Dharma and Vinaya. Faults have been found, but good has not been found, so Venerables, do not fight, do not find fault, do not argue, do not antagonize. Neither of the antagonists has a victor, neither of the runners has a victor, one will be victorious and one will be defeated." It should be said like this. Arranging well with the will of the majority is another way of accomplishing well. This is possible in establishing the Dharma, but not possible in establishing the Vinaya. Because the knowledge at that time is related to the antagonism of both sides. One should rely on those things that are cherished, extremely sacred, and unbearable by the debater and the refuter, and one should be careful to distinguish them. For the matter of what should not be restrained. For the elders who are completely afflicted by defilements. By the four Sanghas. Here, it should be grasped by the mind with the distribution of the measuring wood. The distributor of the measuring wood should be appointed. He should place the two kinds of measuring wood nearby. The measuring wood of the Dharma is: without bending, without shaking, without dents, with good color, with fragrant smell, with soft touch, and the other is the opposite. For the Sangha
