In short, only the body with sense organs is said to be the cause of downfall, but forms that are not of the body, such as the penis, which do not have sense organs, are not. As in "even touching the toe," here everything is summarized and the most extensive explanation is given. The Blessed One, fearing that some might think that a body without sense organs is not a substance, emphasized the body alone in order to distinguish it. Otherwise, since nails and hair are all parts of the body, the Sugata would have said "even touching a nail or hair" to give a broad explanation. Therefore, since it is not the body, touching the penis and the clothes related to it should be considered only a gross offense, just like touching nails, teeth, and hair. The Sanghavasesa offenses mentioned in "thinking of a human woman as a human" etc., are because there is the act of union and the desired purpose is achieved. The gross offenses mentioned in "thinking of a non-human as a human" etc., are because there is the act of union. For the substance, there is no downfall at all, and thinking of a non-human as a human is the same. The gross offenses mentioned in "thinking of a non-human as a non-human" etc., are because there is the act of union and the desired purpose is achieved. The non-mention of a non-human female is because no distinction is made. Abandoning beings born in hell, animals, pretas, and the realms of gods, know that the arising of other beings in other realms is the same. Just as pleasure universally arises from touching the body of beings who can communicate, it is not so with beings who cannot communicate, and therefore this is the case, such as the occurrence of madmen and so on. To perceive an obstruction and speak of a gross offense is because the intended purpose is not accomplished. To perceive no obstruction and speak of a sanghavasesa offense is because there is no interruption and because there is complete enjoyment of the pleasure of touch. To speak of a gross offense in "with another woman," etc., is because it is not what was intended. To speak of a sanghavasesa offense in "a female corpse," etc., is because there is the experience of the pleasure of touch from the body's heat. It should be understood that the same applies when "entering into samadhi" and "masturbation" occur. A corpse is one without flesh. What kind of form is it? It is said to be a "bone lock," which is the cavity of the bones. There is also some space between the bones without flesh, but not all of it, so it is specifically called a "bone lock." To speak of a gross offense in "together with a woman," etc., is because it belongs to touching. In this way, a gross offense belonging to touching is explained for the nuns. It does not belong to sanghavasesa, because the nuns do not have it. Others say otherwise. From a small cause of downfall, only a small downfall will result, but not a large one. Here, an example is also given: the offense of a monk who lies down touching a bed is only an offense if he becomes a nun, but it is not a downfall. This is not accepted by other Vinaya holders who take only this text as a standard, because a large downfall can arise from a small cause of downfall. If a large downfall does not arise from a small action, then a gross offense leading to defeat will also not arise from an action belonging to sanghavasesa, just as the category of sanghavasesa is larger than the category of defeat. Furthermore, because it is similar to a change of state, just as a small downfall arises from a large action due to a change of state, so too, a large downfall will arise from a small action.

If needed, one desires to arise from small actions to great downfalls. Where is the difference between making great things out of small matters? There is no such statement in any scripture regarding this. Some say this: If a monk temporarily engages in physical contact with a male monk, and then later transforms into a nun, what will happen? It will ultimately change, this is clearly stated. This will prove that great downfalls will arise from minor actions.
