It is. To give rise to doubt is to give rise to hesitation. Because he is omniscient, he cuts off all doubts, namely the Bhagavan (World-Honored One). Accumulating actions refers to intentional actions, which are complete, without regret, without revealing antidotes, are combined, and have consequences. In this way, the ripening of karma is determined individually, which is called accumulation. Obtaining assembly means obtaining others. Completely transforming conditions means that conditions have gained power. Like a river means there is no turning back. Being near means living nearby. What happens in that way will inevitably produce results, meaning it will not change at any time. Who will experience it individually? It means that the ripening of karma done by others is not experienced by others, which shows that they are not mutually causal. In order to show that the ripening of karma is also external, and only the inner nature, it is said, "Monks, having done and accumulated," and so on. Not being wasted means that the karma that has been done and accumulated will not be wasted. Whatever is done and then regretted, or diminished by relying on remedies, is not fully accumulated. Only karma that has not been accumulated will be exhausted. Accumulation will inevitably be experienced, but complete exhaustion is not like that. King Ajatasatru (Unborn Enemy), the karma created in only one lifetime, diminished by regret, confession, repentance, and reliance on remedies, is the karma of that lifetime. Therefore, it cannot produce fully mature ripening, because it has not been accumulated, so it is said to be exhausted. What happened in the past refers to what has already happened in the past. The Tathagata does not speak untruths, because he only speaks of things as they are, so here it refers to the teacher, namely the Buddha Bhagavan. Not showing what is untrue refers to the Tathagata himself. Where does the Tathagata himself come from? It is from the Arhat, the perfectly enlightened Buddha.

The word "རྒྱས་(rgyas)" is spoken because he is worthy of being offered to by the world including gods, and because he has abandoned afflictions, therefore he is an Arhat. Moreover, the first perfect Buddha is a perfectly enlightened Buddha because he knows all beings. This shows the cause of teaching the truth, because those who are overwhelmed by afflictions and ignorance will speak falsely, therefore, having abandoned afflictions and realized perfect enlightenment, he will not teach what is not true. How is it known that he has abandoned afflictions and realized perfect enlightenment? It is said, "endowed with knowledge and conduct," knowledge is correct view, and conduct is the seven limbs of the path. Therefore, this shows that the Noble Eightfold Path is the very cause of abandoning afflictions and realizing perfect enlightenment. Sugata is Sugata because he has gone beautifully, and also because he does not return. This shows that he has attained the position of a teacher who does not return. Because he knows the world with and without fortune, he is the Knower of the World. This shows the first deed of the teacher. The deeds of the teacher are of two kinds: distinguishing between those with and without fortune is the first, and guiding those with fortune as they should be is the second, therefore, this "Knower of the World" shows the first. To show the second, it is said, "Tamer of beings," a being is an object to be tamed, because it is worthy of being tamed, therefore it is the Tamer of beings. Taming them is to tame them. The characteristic of taming is unsurpassed, because he tamed those who were difficult to tame, such as Angulimala, and because he completely abandoned following the suffering of desire and the suffering of self-torment, and thus tamed them in peace, and also tamed them without turning back, therefore he is the unsurpassed tamer. This shows that guiding those with fortune as they should be is the second deed of the teacher's activity.

Therefore, the saying "teacher of gods and humans" means that gods and humans are the vessels for the teacher's virtuous deeds, and nothing else, which is the vessel shown by the teacher's activity. The so-called "Buddha Bhagavan," Buddha (སངས་རྒྱས།, Buddha, Awakened One) is the thoroughly perfect Buddha, namely Bhagavan (བཅོམ་ལྡན་འདས།, Bhagavan, Blessed One). Therefore, this meaning refers to whoever is called "Buddha" is the teacher, because he possesses the qualities mentioned earlier. Kingship is the ruler. Making it happen is through other ministers and so on. The so-called "wealthy" refers to possessing the kingship achieved by the land virtues of farmers and herders, the virtues of merchants and rulers who serve the king. The so-called "prosperous" means that through no lack and good governance, the internal treasures are visibly increased. The ruler protects from the threat of enemy armies, which is peace. The so-called "good year" means that the ruler and the local people are in harmony with the gods, the gods rain on time, the grains are abundant, and it is easy to obtain alms, so the kingship is a good year. The so-called people are the relatives and the people closely supported by the king, the retinue and guests, vast and numerous, which is many people. The so-called "full" means becoming numerous, possessing the kingship prospered by villages and so on, which is filled with people and populace. The so-called "struggle," etc., struggle refers to being attached to things that should not be done, or difficult to give up. Struggle refers to people's response to anger. Internal strife refers to someone provoking disputes within their own group. External enemies refer to being disturbed by enemy armies. Thieves refer to robbers. Livestock refers to gold, etc. Great wealth refers to livestock, etc. Great enjoyment refers to villages, etc. The so-called "completely possessing vastness," etc., the completely possessing vastness mentioned here is a synonym for having many and prosperous retinues. Because wealth is countless, one possesses the wealth of Vaishravana (རྣམ་ཐོས་ཀྱི་བུ།, Vaiśravaṇa, Son of All-Hearing). Always
