In Indian language: Āgamaśūdrakabyākhyāna. In Tibetan: A Detailed Explanation of the Minor Section [of the Vinaya]. Volume One. Homage to the Bodhisattva Mañjuśrī Kumārabhūta! The glorious one, whose qualities completely subdue the hosts of afflictive enemies; The essence of immaculate wisdom, knowing all meanings, subduing with compassion, speaks the teachings. The lotus feet of the Buddha, touched by the rays of the gods' precious crowns. Having paid homage, I will compose this explanation of the subtle and difficult-to-understand reality. That which is called "Collection of the Basis of Minor Matters," mostly refers to the Vinaya that shows the subtle basis of training and minor transgressions, which is called "Minor Matters." The term "basis" means that it is the basis because it abides in this through the aspect of the object to be spoken of as the basis of training. It is the meaning of the term "arrangement of words with meaning." The term "collection" means to eliminate superimposition and to abandon forgetting. Gathering from harmful objects, the speech in which the basis of training is spoken and analyzed is the collection, meaning that the meaning of having made a summary is spoken up to. That which is called "Collection of the Collected" is the speech in which one has taken from the verses of the collected collection and made a commitment or divided it into sections, which is called "Collection of the Collected." In all cases, when composing a treatise, the subject matter to be spoken of, the purpose and its connection, and the purpose of the purpose must undoubtedly be spoken of. Why? Because if speech is separated from the four, such as the subject matter to be spoken of, it does not generate joy with discrimination, so what need is there to mention it even in treatises? Therefore, in this Vinaya named "Minor Matters," the actions of the monks are the subject matter to be spoken of. Those two purposes being taught and understood are the needs of the Bhagavan and the compilers. Since that teaching can be accomplished through this arrangement of words with the name of minute details, therefore this collection of words has become a means to be spoken and understood. These two are related by the characteristic of arising from means. From the forbearance of knowing the Dharma in the suffering of perfectly entering, to obtaining the passing away without remainder of aggregates, that is called the need of needs. The so-called "Buddha Bhagavan," because of understanding all Dharmas, is Buddha; or because of possessing the six qualities such as sovereignty, is Bhagavan; or because of destroying desire, hatred, and ignorance, is Bhagavan. As it is said: Destroying desire and destroying hatred, Destroying ignorance and being without outflows, Destroying all sinful Dharmas, Therefore, that is Bhagavan. If the near word of the word Buddha is called Bhagavan, then shouldn't only Bhagavan be spoken? For example, in the Sutra Pitaka, it says, "At one time, the Bhagavan." If asked like that, it cannot be said that way, because others are also called Bhagavan. For example, in order to distinguish the differences such as Bhagavan, the god of wealth, etc., therefore Buddha is mentioned. If that is the case, then should Buddha also be mentioned in the Sutra Pitakas? It should not, because there may also exist Sutra Pitakas spoken by Shravakas. Therefore, establishing the basis of training, etc., even the Shravaka Arya Shariputra does not have the authority, therefore, when establishing the basis of training in the Vinaya, only the teacher is the main one, and not any other, it is precisely for this reason that Buddha is mentioned. The so-called Vaishali, does it refer to the city where houses and wealth are wide and vast as Vaishali? Or does it refer to the city where people have great merit and possess the perfection of gods as Vaishali? The so-called "in that Vaishali" refers to mastering the nearby. Regarding the so-called "residing," the word "that" indicates the past tense. For example,
