Here it is said, it is to create roots of virtue for the deities who practice in the desire realm and the form realm. Because the life span of the deities who practice in the form realm lasts for many eons, they will decline from virtuous dharmas, because they have not seen the face of the Bhagavan and have not heard the sacred Dharma.
