Regarding disputes arising from not admonishing due to giving instructions, or establishing Posadha and Pravāraṇā, there is no downfall. If one does not admonish regarding what others have done or not done that has been corrected, then the admonisher's discipline, as well as the qualities of hearing and samādhi, etc., are most excellent. When this person becomes a reliable person, whatever his mindfulness is, the dispute will be pacified by it. Therefore, for disputes arising from not admonishing, one should subdue with mindfulness, and this is the meaning here. Giving subduing by the non-intoxicated to those who are suitable to be subdued by the non-intoxicated means that the nature of being non-intoxicated, without intoxication, etc., which can be established nominally, pacifies the dispute. Whoever has subduing, that is subduing by the non-intoxicated. Therefore, it is appropriate to give subduing by the non-intoxicated, and this is its definition. Among them, due to the disturbance of madness, mental confusion, and feelings, etc., one engages in inappropriate actions in a state of intoxication. For this reason, disputes arise from not admonishing due to establishing instructions, etc. In a state of intoxication, there is no downfall, so everything done by the nature of non-intoxication is correct. Therefore, pacify with non-intoxication. For disputes arising from not admonishing, one should also do the subduing of the non-intoxicated, and this is the meaning here. Giving many criteria to those who are suitable to give many criteria means that in order to pacify, one pacifies the dispute by giving many criteria, that is, one is suitable to give many criteria. For the suitable one, it is giving many criteria. Among them, when disputes arise due to causes such as permanence and impermanence, etc., when the Khenpo and Acharya, and even the elders, are unable to determine, one gives criteria in order to seek deliberation. Whichever side has more criteria, that side wins, and the other side loses. The dispute will be pacified by this. Therefore, for disputes, one should also give many criteria, and this is the meaning here. Giving seeking its own nature to those who are suitable to seek its own nature means what is the nature of the downfall of the admonisher, what kind, and what is the nature of what motivates it, etc.

That which is in accordance with the search for the essence, and where it is possible to pacify disputes, that is the search for the essence. To that which is appropriate, give the search for the essence. For example, if a certain bhikkhu commits an offense and knows it when asked in the sangha, but then forgets it during the time of purification, etc., then in order to search for the essence of that offense, and in order to generate respect, the search for the essence is called the act of judging the offense, and therefore, not informing the cause of that offense, the dispute will be pacified. Therefore, for the dispute of not informing the cause, the search for the essence should also be done, and the meaning here is like that. Whatever is appropriate to confess should be confessed, meaning: confessing that I have committed an offense, with that which should be confessed, where confessing can pacify the dispute, that is what should be confessed. To that which is appropriate, that is what should be confessed. For example, after being urged, 'You have committed an offense,' the opponent and the counter-opponent, and their retinue, become one side of the bhikkhu, and if a dispute arises because of the offense, when the person who urged confesses, 'I have committed an offense,' then the dispute will be pacified, therefore, for the dispute of the offense, one should confess, and the meaning here is like that. Like spreading grass, to that which is appropriate, give like spreading grass, meaning: like spreading grass, spreading and subduing each other harmoniously, therefore it should be discussed, the bhikkhus on each side who are discussing, where being harmonious like spreading grass can pacify the dispute, that is like spreading grass. To that which is appropriate, give like spreading grass. For example, after discussing each other, 'You have committed an offense,' existing in the form of one's own side and the other's side, if the entire sangha argues because of the offense, when both sides confess harmoniously to each other, then their dispute will be pacified, therefore, for the dispute of the offense, it should also be like spreading grass, and the meaning here is like that. Dharma means according to the rules. Vinaya means to subdue.
