"Existing" is called a word. Blessing means to first recite the mantra and then take possession of it. "Lower skirt" means clothes worn on the lower body. The statement "The Dharma robe should be put on" means that after the blessing, the abbot himself or the monks appointed by the abbot should put the Dharma robe on that person. Blessing the Dharma robe is because it is necessary for the ritual. If this is done, and the kasaya has been worn, then one should prostrate to the assembled Sangha. It means that for a person who wants to receive full ordination, the abbot allows him to bless the three Dharma robes, and when he puts on the kasaya, it is reasonable to prostrate to the assembled Sangha in order for him to truly receive full ordination. If the Dharma robe has not been cut and sewn, then the material should be blessed. This is said because of special circumstances. For example, when a Sangha for full ordination is found, if there is no Dharma robe that has been cut and sewn, then one thinks that it will be difficult to find a Sangha for full ordination in the future. No matter from where or from whom, if one can find a Dharma robe that has not been cut and sewn and has not been altered, then at that time, one should bless it with the mantra for uncut and unsewn, and then perform the ceremony of full ordination. Later, those clothes should be cut and sewn, and then blessed. This is all allowed by the Bhagavan. This is learned from the oral instructions of the Acaryas. If someone asks, since the sutra says that the Dharma robe that has been cut and sewn should be blessed, how is this not contradictory? This is because the sutra says that a monk cannot bless an uncut Dharma robe, nor can an attendant do so. If there are such circumstances, it is not allowed. This should be understood. If a person who wants to receive full ordination encounters special circumstances, or a monk's clothes are robbed, or the clothes are lost, or the clothes are burned, or the clothes are blown away by the wind, or the clothes are washed away by the water, if there are such circumstances, then it is allowed to bless an uncut kasaya. If there are no such circumstances, then it is not allowed to bless an uncut kasaya. If the upper garment and the lower skirt have not been cut and sewn, it is okay even if there are such circumstances.

Even if it is not cut, it can be blessed. It is also said in the scriptures that the so-called Dharma garment is a patched robe. Just like that, from Mahapajapati Gotami, Ananda asked the Blessed One, and the Blessed One said that the patched robe must be cut, while the upper garment and the lower skirt are not necessarily so. It is also said in the "Verses on Discipline" that the patched robe must be cut and held, while others are not necessary. Why? Because for those with few desires, the making of Dharma garments brings suffering. That's what was said. So what are the sizes of these? The patched robe, the upper garment, and the lower skirt, the large size that can be blessed is the same, with a width of three cubits and a length of five cubits. The small size is, the width is three and a half cubits, and the length is five and a half cubits. The medium size is in between the large and small sizes. Also, the size of the lower skirt is, the width is two cubits, and the length is also five cubits, the width is two cubits, and the length is four cubits, and it can also cover three circles. The so-called "ཚལ་ལ་(tsal la)" means "if you want". The so-called "no obstacles" means no obstacles to life and celibacy. The so-called "made into nine pieces" means to make nine fragments. Here, the word "སྣམ་ཕྲན་(snam phran)" refers to fragments, not "གླེགས་བུ་(glegs bu)" and "གླེགས་བུ་ཕྱེད་(glegs bu phyed)". The so-called "made into two and a half pieces" means to make the nine fragments into two and a half pieces. This is just a symbol, in fact, the fragments of the patched robe are from nine or more to twenty-five or less, except for even numbers. Beyond this number, it is tooth-shaped. So, for these fragments, how to arrange "གླེགས་བུ་(glegs bu)" and "གླེགས་བུ་བྱེད་(glegs bu byed)"? For the first three pieces, it is their two and a half pieces. For the second piece, it is one piece and the fourth piece. For the third piece, it is one and a half pieces and the fifth piece. The so-called "བཀྲུའོ་(bkru'o)" means washing. The so-called "བརྐྱང་ངོ་(brkyang ngo)" means spreading out. The so-called "དྲའོ་(dra'o)" means cutting in half. The so-called "བསྡེབ་པོ་(bsdeb po)" means sewing the cut parts together. The so-called "གཟུངས་གདབ་བོ་(gzungs gdab bo)" means fixing the sewn parts with thread. The so-called "དྲུབ་པོ་(drub po)" means sewing the fixed parts. The so-called "ཁ་བསྒྱུར་རོ་(kha bsgyur ro)" means the three turned parts
