It is action, which indicates understanding the action of the path. Those who endure, refers to those desires. Do not say anything, refers to accepting in silence. Those who cannot endure, speak out, refers to those who do not want something, just say no. Stating the action, refers to stating the meaning of the occasion of the action, it is a synonym for repetition. After the Sangha has tolerated and allowed it, etc., is the concluding remark. That is the past ritual, which means that compared to the current ritual, such kinds of rituals have appeared in the past. Here some people say this, if the past ritual can accomplish the cause of ordination and full ordination, then what is the use of the current ritual? If only the current ritual can accomplish the cause of the object, then what is the use of the past ritual? Because only one can accomplish it. For this question, there is no fault. Although both can accomplish the cause of the object, however, due to the difference of the beings to be tamed, two kinds of rituals are established. Like this, at the time of the first manifestation of perfect enlightenment, only completely pure beings appeared, therefore not relying on the order of taming, nor relying on the Khenpo and Acharya, etc., only with small efforts, one can perfectly complete the teachings of the Blessed One, and they have done merit, therefore there is no disease, even if a disease occurs among them, they can find attendants for the disease, etc. Like that, because there are no such lineages of completely pure people, therefore the current ritual is established. Without Khenpo and Acharya, refers to the fact that for the Sangha to ordain and receive full ordination, therefore they do not have Khenpo and Acharya. Not well learned, refers to not learning the lower garment well. Not well dressed, refers to not wearing the upper garment well. The sound is high, refers to emitting a continuous sound. The sound is loud, refers to emitting many sounds. Again, the sound is high

It is for the sake of questioning the Dharma of obstacles. The so-called "secret teaching" means designating in a secluded place and asking about the Dharma of obstacles. The so-called "one who performs actions" means performing the actions of petition and four karmas at the time of complete ordination. Performing the actions of petition and four karmas means that for any action, three statements of karma are made, and the petition and four karmas are performed. The so-called "teacher who gives a dwelling" means giving a dwelling, because by dwelling there, the accumulation of virtue increases. Even staying for just one night is called dwelling, because within the same boundary, one dwells in the same place. Even staying with him for just one night, the word "also" indicates the limit. The so-called "teacher of reading" means causing one to read the words of the scriptures. Even if it is just a verse of four lines, it must be repeated three times and held. Regarding the "four lines," it refers to any scripture that has four lines, for example: "Do no evil." This is one line. "Practice all good." This is two lines. "Subdue your own mind." This is three lines. "This is the teaching of the Buddhas." This is like having four lines. In order to illustrate that this verse is an example of a single line of scripture equal to it, the term "verse" is used. Whether it is a four-line verse or just a single line of scripture equal to it, this is a summary statement. Here, it should be known that both of these are scriptures of the teachings. The so-called "repeat three times" means that although reciting once and twice completes the memorization, it is not complete, so one cannot become a teacher. If one repeats it three times, then that is the ultimate of reading, and therefore one becomes a teacher. Similarly, in the Vinaya Pitaka, it is correctly collected, what is the teacher of reading? It is said that even starting from a four-line verse, one must repeat it three times and hold it. The current scriptures also say the same, which is in accordance with the rules of the previous holders of the Vinaya. Even starting from a four-line verse and an equal amount of single-line scripture, up to many limitless scriptures, repeating them three times, that is the ultimate of reading.
