The water surface is wide and full, possessing skill and strength, able to fight against excellent armies, excellent arrows are good. The lion asked, "Who said that to you?" It replied, "This fox." The tiger asked, "Who said that to you?" It replied, "This fox said it to me too." The lion thought, "This fellow is causing discord between us." Then, it slapped the fox once and killed it. The god spoke a verse: Do not abandon a friend because of the words of others, examine what others have said, those who wish to separate will seek opportunities, therefore do not associate with those who cause discord. This fox is the lowest of the low, the fox is a liar, the one who separates friends is a slanderer, killing them both brings peace. Bhikshunis, if those two who have become sentient beings in the animal realm are killed because of engaging in slander, and their minds become hateful, what need is there to mention humans being born as humans? Therefore, bhikshunis should not engage in speaking slander to other bhikshunis. If a bhikshuni speaks slander to another bhikshuni, she will fall. Then, the Teacher reproached in various ways and established the precepts. Furthermore, if any bhikshuni engages in slander against another bhikshuni, it is a downfall. Slander is defined as thinking of engaging in slander and then expressing it in words. The rest is as before. What are the offenses? In brief: lineage, crafts, and occupations, characteristics and five kinds of diseases, afflictions close to downfall, and abusive speech are the last. Weavers, tailors, blacksmiths, shoemakers, potters, barbers, carpenters, bamboo workers, and the slave class. A bhikshuni, thinking of engaging in slander, taunts, "You, venerable one, since you have renounced from the Brahmin caste, where do you have asceticism and pure conduct?" If a bhikshuni says, "This bhikshuni is named so-and-so, and her clan is so-and-so," mentioning her name in this way, she commits a minor offense. The Kshatriya caste is also explained in the same way. If the names of outcastes and others are mentioned, it becomes a downfall. Apply it to all in the same way. In short, whichever of the above six it may be, saying, "You have this," accusing each other, not saying they are of the same kind, thereby distinguishing people. The third downfall is complete.

The Buddha, the Bhagavan, was dwelling in Shravasti. At that time, the twelve groups of bhikshunis were not in harmony, and knowingly, having settled disputes according to the Dharma, they would repeatedly engage in those actions, causing distress. "This dispute has not been well settled and should be settled first." "This has not been well tamed and needs to be tamed again." "This has not been well pacified and needs to be pacified again." Because the bhikshunis repeatedly engaged in disputes and actions, causing distress, their tasks became numerous, and they abandoned reading, yoga, and inner peace. Because they had become like that, the bhikshunis requested the Teacher, and a training rule was established. Furthermore, any bhikshuni who, knowing that the bhikshuni sangha is not in harmony and that disputes have been settled according to the Dharma, repeatedly engages in those actions commits an offense of falling. The sangha refers to the sangha of the Tathagata's shravaka bhikshunis. Harmony refers to being completely in harmony. According to the Dharma refers to being according to the Vinaya, according to the teachings, and according to the Buddha's teachings. Disputes are of four types: disputes of conflict, disputes of non-disclosure, disputes of offense, and disputes of business. Settlement refers to being within the sangha. Knowing refers to knowing oneself or being informed by others. Furthermore, repeatedly engaging in those actions refers to wanting to do them again. If one asks what kind of fault there is in that, if a bhikshuni perceives a dispute of conflict as a dispute of conflict, and perceives settlement as settlement, or has doubts about settlement, and repeatedly engages in those actions, she commits an offense of falling. If she perceives non-settlement as settlement, or has doubts about non-settlement, and repeatedly engages in those actions, she commits an offense of wrong-doing. If a bhikshuni perceives a dispute of conflict as a dispute of non-disclosure, and perceives settlement as settlement, or has doubts about settlement, and repeatedly engages in those actions, she commits an offense of falling. If she perceives non-settlement as settlement, similarly, if she repeatedly engages in those actions, she commits an offense of wrong-doing. Similarly, it is acceptable to perceive a dispute of conflict as a dispute of non-disclosure, or it is acceptable to perceive it as a dispute of offense or a dispute of business. She commits two offenses of falling and wrong-
