心中想著:看著罪恶,就用它来平息吧。是谁造成的,那就是谁的罪过。请问,如果世尊以不移动秤杆的方式平息争端,如果哪一方的秤杆多出一个,就由那一方来平息。如果双方的秤杆相等,那么依靠什么来平息争端呢?邬波离啊,哪一方的比丘听闻得多呢?如果双方在经论上相同,那么应该采纳谁的话呢?是精通戒律者。如果双方都精通戒律,那么应该采纳谁的呢?如果多数人赞同,就采纳多数人的意见。因为没有教敕,所以要用三种方式来平息争端:现前调伏、忆念调伏和未狂乱调伏。其中,现前调伏的特征如前所述。忆念调伏是:比如,巨富财主被地主和朋友指责,僧团以祈请和两次羯磨询问巨富财主是否记得犯过,他说记得,但没有做过,这样争端就平息了。同样,对于承认事实或有羞耻心的人,如果有人说他犯了罪,僧团应该以祈请和两次羯磨询问他是否记得犯过这样的罪。如果他说不记得犯过罪,那么这两个人的争端就应该平息。如果发生了其他罪行,也应该由其他人来指责,并且应该像以前一样如法地处理罪行。未狂乱调伏是:比如,比丘沙石在发疯时犯了罪,因为有人指责,僧团以祈请和两次羯磨询问沙石,问他在清醒并恢复记忆之前,是否记得犯过罪。他说在清醒并恢复记忆之前,没有犯过罪,这样争端就平息了。对于其他类似的情况,也应该同样地平息。不如法地给予忆念调伏有三种情况:发生了最后的罪行,发疯时发生了罪行。

Thinking in my mind: Observe the sins and pacify them with it. Whoever caused it, that is their fault. Asked, if the Blessed One pacifies disputes without moving the scales, if one side has one more scale, then that side should pacify it. If both sides have equal scales, then by what means should the disputes be pacified? Upāli, which side has monks who have heard more? If both sides are equal in scripture, then whose words should be adopted? It is the one who is learned in the Vinaya. If both are learned in the Vinaya, then whose should be adopted? If the majority agrees, then the opinion of the majority should be adopted. Because there is no teaching, disputes should be pacified in three ways: through direct settlement, settlement through memory, and settlement through non-insanity. Among these, the characteristics of direct settlement are as previously stated. Settlement through memory is: For example, when the wealthy man Norla is accused by the landowner and friends, the Sangha asks Norla through a request and two karmas whether he remembers committing a crime. He says he remembers, but did not do it, and thus the dispute is pacified. Similarly, for someone who admits the truth or has a sense of shame, if someone says they have committed a crime, the Sangha should ask them through a request and two karmas whether they remember committing such a crime. If they say they do not remember committing a crime, then the dispute between these two should be pacified. If other offenses occur, others should also accuse them, and the offenses should be dealt with lawfully as before. Settlement through non-insanity is: For example, when the monk Sandstone commits a crime while insane, because someone accuses him, the Sangha asks Sandstone through a request and two karmas whether he remembers committing a crime before he became sane and regained his memory. He says he did not commit a crime before he became sane and regained his memory, and thus the dispute is pacified. For other similar situations, they should be pacified in the same way. There are three situations where settlement through memory is improperly given: when the final offense has occurred, and when the offense occurred during insanity.

Denying and admitting the committed faults. Among them, the first is the category of things that should not be done. The second is the category of bestowing discipline without intoxication. The third is for the reason of seeking its own nature. Bestowing discipline without intoxication in an unlawful manner is only one, that is, admitting that one is intoxicated from a state of not being intoxicated. Therefore, this is the reason for making him do the fault that was committed. For disputes over faults, they can be pacified in four ways: admission, direct perception, seeking its own nature, and pacifying with disciplines such as spreading grass. Among them, disciplining by admission, no matter how the committed fault is discussed, whether remembered or not, one must confess the fault in front of the bhikkhuni and act according to the Dharma. Among them, there are ten kinds of unlawful admission: admitting that the five categories of faults did not occur, and admitting that what did not occur occurred. The first five, even if admitted, are for the reason of bestowing brahmacharya. The opposite ten are acting according to the Dharma. Disciplining by direct perception begins with the black deer-sound son. The definition of this is also as previously stated. Seeking its own nature, that is, discussing in the sangha, when a male discusses, for the situation of denying after admitting a fault, admitting again; for the situation of admitting and then denying, the sangha, with a request and two karmas, does not allow denial, but seeks what the nature of the fault is. Before its nature is determined, chanting and posadha, etc., should also be prohibited, and once the nature of the fault is found and admitted, he should be made to act according to the Dharma, and thus it can be pacified. Among them, the method of spreading grass is that when the sangha is divided into two factions and disputes, the leaders of the two factions each say to their own faction: We have ordained for the sake of virtue, and we should not always argue, so please be patient with the other side and also confess the faults. When one side shows submission to the other side, strives to show favor and prostrates, the other side does the same.
