One should grasp what is said suddenly, and one should not be allowed to take an oath more than three times. The impartial Vinaya holder, having understood the discipline through the sixteen aspects, should declare the offenses through the sixteen aspects, namely, heavy, light, with remainder, without remainder, bad place, of the body, of speech, virtuous, non-virtuous, not prophesying, prescribed, not prescribed, to be confessed, to be praised, evil speech, It is the form of having transgressed the actions of discipline. Having declared the offenses through these sixteen aspects, one should inflict punishment through the sixteen aspects of punitive actions. The sixteen are as follows: declaring the offense in person, mocking, not listening to instructions, not speaking or listening, threatening, expelling, reconciling again, slandering, abandoning because of not seeing, abandoning because of not relying on the antidote, abandoning because of not abandoning sinful views, punishment, punishment initiated from the root, making the mind content, making the mind content initiated from the root, initiated from the root and spoken. There are ten ways to take a lot that is not in accordance with the Dharma: taking it not in accordance with the Dharma, taking it in a way that is inconsistent with the Vinaya and not assembled, fearing to distinguish small faults when they are small, combining and refuting without reaching the end of the elders, not advising those who have knowledge, not asking those who uphold the Vinaya, thinking of dividing the Sangha, wanting many who speak not in accordance with the Dharma, wanting to divide the Sangha, thinking that it will become speaking not in accordance with the Dharma. The ten ways that are the opposite of these are called taking a lot in accordance with the Dharma. By distributing the lots, the lots are divided into two types: the lot for speaking in accordance with the Dharma, which has shape, color, and form. The lot for speaking not in accordance with the Dharma is the refutation. Then, by distributing the lots, the lot for speaking in accordance with the Dharma is taken with the right hand. The lot for speaking not in accordance with the Dharma is taken with the left hand. In front of the Sangha, the lot for speaking in accordance with the Dharma is praised: "This is the lot for speaking in accordance with the Dharma, it has no bends, it does not tilt, it is upright, its color is beautiful, announce, take it." The lot for speaking not in accordance with the Dharma is denigrated: "This is the lot that is not in accordance with the Dharma, it has bends, it tilts, it is not upright, its color is not beautiful, it is uncomfortable to touch, say, take it." In any case, if one reaches for the lot that is not in accordance with the Dharma, it is not given for the first and second sentences, but given for the third, and even if one has committed a transgression against the Vinaya, one is allowed to confess. Therefore, summarize again and conclude, if it is heard, for the sake of the elder Jiang (Kaundinya), take one lot and press it on top of the lot for speaking in accordance with the Dharma. If it becomes numerous, because speaking in accordance with the Dharma is victorious, do not give distrust, pacify that dispute, whoever incites it will fall.
