There are five failures: not speaking to mediate, turning from one side to another, relying on one side and reviling more than admitting fault, slandering nuns, and having no respect. The five reversals should be valued. If the two disputants see the fault of the dispute as the merit of tranquility, then they should seek someone with sixteen qualities of impartiality: having discipline, desiring to learn, being learned, being skilled in the Vinaya, being impartial and unbiased, not acting out of desire, not acting out of hatred, not acting out of ignorance, not acting out of fear, knowing what has been done and what has not been done, not transgressing the Buddha's teachings out of desire, not transgressing the Buddha's pure teachings out of hatred, not making rules that have not been made, not changing rules that have been made, being able to pacify disputes, and being able to raise issues from faults. Are there any resident monks who recite scriptures? Are these two not dependent on the king? Are they not dependent on the ministers? Are they not dependent on the householders? Not on outsiders, but on the Sangha itself, to see if there is a way to reconcile, one should investigate. Then, those mediators should openly settle the dispute in public. There are two kinds of things to do openly: personal openness and Dharma openness. Among them, personal openness means that those who should be pacified and those who do the pacifying should appear openly. Dharma openness means that the Dharma should be in accordance with the Dharma and the Vinaya. The mediators should examine the disputant in eight ways: rituals, places of conduct, friends, companions, bodily actions, verbal actions, livelihood, and learning. If these eight become evil, they should be warned not to slander. How the disputant answers should also be examined in eight ways. If these eight become evil, they should be asked what their initial bodily, verbal, and mental actions were like, and they should be made to do as they have admitted. If the rituals and so on are virtuous, then one should speak gently to the respondent. One should understand the disputant and settle the dispute.
