When it existed, later, because of begging for dried meat, it was enacted (the rule). Dried meat is dry meat. The order of drinking and others are in accordance with what was mentioned in the context of milk. In a vast place, when the helmsman Sinha saw the truth, the Blessed One spoke, until the Sangha also enacted the precepts. Then, those twelve groups of women went to that house to beg for alms. Then, the nuns said, 'Venerable ones, has the Blessed One not enacted a training rule in this house?' They said this. Those women said, 'It is enacted for the monks, but not for the nuns.' Then, some nuns with few desires began to reproach and reported this to the Blessed One. The Blessed One enacted the training rule because of that incident, until (the enactment of the training rule). Whoever knows that the Sangha has given a training rule in such a house of learning, and goes there without being invited, and begs for food and drink with their own hands and eats or consumes it, those nuns go to the summer retreat of the nuns, and say to the nuns, 'Noble mothers, I have become a place of reproach, which is inappropriate, and it is a matter of confession to be confessed individually.' It should be confessed individually, therefore it should be confessed individually, and this Dharma should also be confessed individually. 'Whoever' refers to the twelve groups. 'Sangha' refers to the Sangha of the Buddha's disciples. 'House of learning' refers to the place where truth is seen. What is the fault in that? If a bhikṣuṇī, knowing that training has been given in the house of a śikṣamāṇā, goes there herself without being invited, and prepares or eats food, then all of those must be confessed separately.
