It is said that when it appears in it, that flower also turns white. It is also said in the Sutra of the Array of Trees: Those who see and hear, and those who revere and honor, have meaning. The guide of the world in the world is difficult to find in hundreds of millions of kalpas. It is also said in the Bhadrakalpa Sutra that after this Bhadrakalpa, there will be sixty kalpas in which no Buddhas appear. After that, there will appear a kalpa called Great Sweet Sound, and in that one kalpa alone, ten thousand Buddhas will appear. After the Great Sweet Sound kalpa, there will be eighty thousand kalpas in which no Buddhas appear. After that, there will appear a kalpa called Star-like, and in that one kalpa alone, eighty thousand Buddhas will appear. After the Star-like kalpa, there will be three hundred kalpas in which no Buddhas appear. After that, there will appear a kalpa called Array of Qualities, and in that one kalpa alone, eighty-four thousand Buddhas will appear. Thus, the kalpas in which Buddhas appear are few, and the kalpas in which no Buddhas appear are many, so it is clear that it is difficult to see and hear the voice of the teacher appearing in the world. Even if one in a hundred Buddhas appears in the world, it is extremely difficult to obtain a human body. How is this proven? In the Sutra of the Correct Dharma Treasury, it is said: Monks, just as this great ocean has completely turned into water, and someone throws a wooden yoke with only one hole in it. The east wind blows it to the west, the west wind blows it to the east, the north wind blows it to the south, and the south wind blows it to the north. There is a blind turtle that lives for hundreds of years, and appears once every few hundred years. If it puts its head into that wooden yoke with only one hole, monks, what do you think? Can that blind turtle, which lives for hundreds of years and appears once every few hundred years, put its head into that wooden yoke with only one hole? They replied: Blessed One, it is possible. The Buddha said: Monks, in the same way, one in a hundred Tathagatas appears in the world and attains peace.

Becoming (peaceful), about to be completely liberated from suffering, attaining perfect complete enlightenment, the Dharma taught by the Sugata. Even being reborn as a human is only attained by chance, one in a hundred, therefore it is said to be very difficult to obtain. To show that it is very difficult to abandon the unfavorable conditions and obtain the practice of pure conduct, ordination is very rare. Similarly, among the ordained, those who are fully endowed with discipline are rare. Thus it is said. The so-called unfavorable conditions refer to eight: sentient beings in hell, animals, the realm of Yama, long-lived gods, people in border areas, those with incomplete faculties, those with wrong views, and those born in times when no Buddha has appeared. These eight are called unfavorable conditions. How is it shown that leisure and fortune are difficult to obtain? From a sutra: Monks, these eight unfavorable conditions are not the time for a person to abide in pure conduct. Which eight? Monks, here, the Tathagata appears in the world, becomes peaceful, is about to be completely liberated from suffering, is about to attain perfect complete enlightenment, the Sugata teaches the Dharma, if that person is born in hell, then this is not the time for a person to abide in pure conduct, this is the first unfavorable condition. Similarly, animals, the realm of Yama, long-lived gods, people in border areas who engage in theft and robbery, barbarians, the greedy and those with harmful intentions, they are born in places where monks, nuns, laymen, and laywomen will not come. The Tathagata appears in this world and teaches the Dharma, if that person is also born in the central land, but he is foolish and silent like a sheep, only able to express himself with gestures, unable to understand the meaning of correct or incorrect speech. The Tathagata appears in this world and also teaches the Dharma, if that person is also born in the central land, and he is not foolish, and even has the ability to understand the meaning, but he holds wrong views and sees things in a reversed way, then

In this way, there is no giving, no sacrifice, no burnt offering, no ripening of the fruits of good and bad deeds, no this world and no other world, no father and no mother, and in the world, there are no virtuous ascetics and Brahmins who truly practice, who have truly entered, and no Arhats who understand the world and who, through their own direct knowledge, directly see this world and the next and realize them. They hold such views. Furthermore, if someone is born among the people of the central region, not being foolish, and directly sees this world and the next and realizes them, until someone holds such a view, the Tathagata will not appear in the world, will not be pacified, will not completely enter Nirvana, will not attain perfect enlightenment, and the Sugata will not not teach the well-spoken Dharma. There is only one time of leisure for a person who abides in pure conduct, because it is said that it is the opposite of those previous eight. Those eight are not leisure, and it is evident that obtaining leisure is difficult to obtain. Therefore, having abandoned those eight unfree states, having renounced and being endowed with perfect morality is called pure conduct, but this is also shown to be extremely difficult to obtain because it cannot be obtained until those eight unfree states have been abandoned. Among them, what is called renunciation is that which, motivated by the desire for virtuous Dharma, is fully ordained through the act of petition and the four karmas, and the discipline of a renunciate is properly taken. What is called perfect morality is that such a renunciate abides in morality, is restrained by the vows of individual liberation, is endowed with perfect conduct and behavior, fears even the slightest faults, and properly takes and trains in the bases of learning.
