This is called the activity of assembling the Sangha at an inappropriate time. What is the activity of the elder in assembling the Sangha at an inappropriate time? When a Bhikshu elder assembles the Sangha at an inappropriate time, whether it is by prior announcement or by striking the Ghaṇṭā (a type of bell), one should first go, first stand, and first sit down. With respect and humility, and under the influence of fear, with a mind of subduing the mind and wiping the seat, one should enter the Sangha, pay respects to the elders in order, and sit in one's own seat. One should also have a mind of loving-kindness, a mind of benefit, and a mind of affection towards the elders, those of middle standing, and the newly ordained. One should keep in mind the thoughts of parents, siblings, and children. One should look up at the assembly, observing: Who is dressed poorly? Who is not dressed poorly? Who has become beautiful? Who is well-dressed? Who is poorly dressed? Those who are beautifully dressed should be regarded with equanimity. Those who are poorly dressed should be admonished and announced. Those who are well-dressed should be regarded with equanimity. Those who are poorly dressed should be signaled. If they do not understand the signal, signal to the person next to them. If the person next to them still does not understand, the Bhikshu elder should admonish them in a way that is absolutely not mistaken, ensuring that they are well-dressed and do not make loud noises. The Bhikshu elder should observe within the assembly: Are these members of the assembly acting according to the Dharma? If they are acting according to the Dharma, then let them do as they please and let them do everything. If they are not acting according to the Dharma, then one should stand on the side of the Dharma. One should answer questions that are in accordance with the Dharma, or else stand up and leave without saying a word. Therefore, one should not cause disputes and conflicts to arise. This is called the activity of the elder in assembling the Sangha at an inappropriate time. What is the activity of speaking? In the great city of Rajagriha (王舍城), there were other wandering non-Buddhists who, on the eighth, fourteenth, and fifteenth days of the month, gathered together to speak about their doctrines, and many people gathered there, also to gain offerings.

will be obtained. They will be respected, and their retinue will also increase. The king of Magadha, named Formed Essence, developed faith in this scripture. He thought to himself: "Those non-Buddhist wanderers, from the eighth day onwards, until their retinue also increases, are just as before. If the monks also gather together on the eighth, fourteenth, and fifteenth days to speak the Dharma, I will go there too, and the king will also go there, so many people will gather. The monks will also gain offerings, be respected, and their retinue will increase. Many people will also accumulate much merit, the monks will also become fearless, the Dharma will also be propagated, the true Dharma will also abide for a long time, the lamp of Dharma will also be lit, and it will also illuminate future beings." So, the king of Magadha, Formed Essence, came to where the Blessed One was, prostrated at the feet of the Blessed One, and sat down on one side. Having sat down on one side, the king of Magadha, Formed Essence, said to the Blessed One: "Venerable One, the other non-Buddhist wanderers, from the eighth day onwards, until their retinue also increases, are just as before. If the monks also, from the eighth day onwards, until they illuminate future beings, please allow it." The Blessed One did not speak to the king of Magadha, Formed Essence, thus giving his consent. Then, the king of Magadha, Formed Essence, knowing that the Blessed One's silence meant consent, prostrated at the feet of the Blessed One and departed from the presence of the Blessed One. Then, the Blessed One, knowing that the king of Magadha, Formed Essence, had left not long ago, addressed the monks: "Therefore, monks, I give you permission to gather together on the eighth, fourteenth, and fifteenth days.
