The scriptures should be recited, followed by instruction, and they should be guided towards beautiful conduct. Just as the elder who washes feet should guide them towards all the practices that should be cultivated, this is the duty of the elder who washes feet. What is the duty of sitting? The monks who reside and dwell permanently should gather together on the eighth, fourteenth, and fifteenth days, and whether it is the Dharma spoken by the Buddha or by the Shravakas, it should be proclaimed. They should be notified the next morning in advance, or gather immediately after the Ghanta is struck. Having arrived quickly, they should sit mindfully. Having sat mindfully, they should maintain mindfulness. The mind should not be distracted. Conduct should be beautiful and complete. One should be very restrained, very prohibited, and not make noise. The eyes should not wander, and one should look at the distance of a yoke. One should be respectful, humble, and obedient with fear, and the mind should be like a tamed or sick yak. Towards the elder, middle, and new monks, one should have a loving heart. One should maintain the perception of them as father, brother, and son. One should be skilled in sitting on the seat, and after sitting, one should spend the night with the talk of the Dharma that is certain. If one feels uncomfortable, one should also pass the time with two kinds of conduct, namely walking or standing. When the monks gather and sit, they should also listen to the Dharma from time to time. They should listen with respect, not slander, and should apply their minds properly, not look for faults, and should show respect for the Dharma. One should also not despise the one who speaks the Dharma, and not despise oneself. One should think of being able to endure and overcome difficulties, not let the ears wander, be respectful, and gather all thoughts together to listen to the Dharma. If Brahmins and householders come while one is dwelling, one should speak to them in accordance with the Dharma. If other non-Buddhists come seeking opportunities or finding fault, one should engage them in debate with the Dharma. One should subdue them with the Dharma of reason, saying, "This is different; this is not established." One should not generate anger, one should not be wrathful, one should not revile. This is called the conduct of a dwelling elder. What is the conduct of teaching the Dharma? A monk who teaches the Dharma should abide with reverence, discipline, humility, and fear. One should have a mind that is humble and like a whisk. Having entered the assembly, the Dharma that is taught should be words of reason and liberation, words that are not mistaken, words that are not mixed, words that are related, words that are not confused, words that do not distract the mind, words that are not for the sake of gain. One should also show respect for the Dharma itself, and one should also show respect for the monks who listen to the Dharma. One should not despise the Dharma, nor should one despise those who listen to the Dharma. One should not disparage oneself. Regarding all dharmas, one should also understand that their nature is dependent arising. One should cherish them in a way that makes this Dharma abide for a long time. One should not rely on gain, but rely on the Dharma to teach. A monk who teaches in this way should teach the Dharma at the proper time. First, one should be respectful; then, one should be agreeable; then, one should be enriching; one should be gradual; one should be joyful; one should have faith; one should be praiseworthy; one should be delighted; one should be convinced; one should teach the Dharma in a way that is reasonable and not confusing.
