Regarding recitation, and the recitation of Sanghavasesa offenses, the recitation of Aniyata offenses, the complete recitation, etc., when reciting the root offense, it is not permissible to only recite the precept body and not complete the recitation. After reciting the root offense, the remaining ones can be accomplished by proclaiming the hearing. Furthermore, after reciting the root offense, if one begins to recite the Parajika offenses, then one must completely recite the chapter of the Parajika offenses. After reciting the Parajika offenses, if one begins to recite the Sanghavasesa offenses, then one must also completely recite the chapter of the Sanghavasesa offenses. After reciting the Sanghavasesa offenses, if one begins to recite the Aniyata offenses, then one must also completely recite the chapter of the Aniyata offenses. The chapters of Parajika offenses, Sanghavasesa offenses, and above up to the Aniyata offenses, once one begins to recite the precepts, one must completely complete that chapter. Not truly grasping its quantity refers to not reciting the root offense and not completing the remaining parts by proclaiming the hearing. Not truly grasping its time refers to reciting the precepts at a time other than the Uposatha day. Not truly grasping the reciter refers to reciting the precepts by someone who is not fully ordained, as well as those whose names, views, and precepts are not in accordance. A throne should be prepared, a cushion should be laid out. Butter lamps should be lit. Those who will listen to the Dharma should be seated. After that, one should sit in a higher position, facing the four directions. There, if pure monks can be found, and their views are in agreement, one should say, "Venerable ones, may you come quickly! Today is the fifteenth Uposatha of the Sangha." One should say this, and then sit down with them and perform the Uposatha. If it can be successfully performed, that is excellent. If it cannot be successfully performed, then the monk should bless it. Like this: he should sit on his own seat, generate this thought, and also express it in words: "Today is the fifteenth Uposatha of the Sangha, and I am a monk named so-and-so, and it is also the fifteenth Uposatha. I, a monk named so-and-so, all the obstructing dharmas are completely purified." I also say this, may the gods accept that I am completely pure. I, a monk named so-and-so, in order to perfect the aggregate of morality, today I bless the Uposatha. When a Sangha is found, one should extensively experience the Uposatha together with the Sangha, and recite the Pratimoksha Sutra. Repeat this twice or three times. Where two monks are dwelling, it should be done in order, and if it is not successful until the appointed time, one should sit respectfully, saying to each other, "Venerable ones, please listen.
