I have become unsuitable. Then, the Blessed One, with a hand towel, brushed off the grass, gathered all the monks, and said, 'From now on, it is not allowed to leave without having spread grass or allowed it to be spread, this is the precept.' 'Except for special circumstances' means that later a bhikkhuni traveled in many places, wandered through fields, and at night went to a monastery, collected a lot of grass, spread it out, and slept. The next morning, as they were collecting grass and settling down, they were delayed for a long time, separated from many guests, and it was heard that they were robbed by thieves on the road. The former is the enacted precept, the latter is the allowance, this is the place of learning enacted in the Vinaya. Also, 'bhikkhu' refers to both old and young, and others are similar to this. 'Sangha' refers to the Shravaka Sangha. 'Dwelling' refers to the place that possesses the four conducts, namely walking, standing, sitting, and lying down. 'Grass and leaves' refer to things that are actually used up. 'Allowed to spread a mat?' refers to oneself or others. 'Without having spread or allowed to be spread' refers to oneself or others. 'Leaving' refers to exceeding the vicinity. 'Entrusting to the Sangha' refers to the monks in the vicinity. 'Fault' refers to leaving without having collected or entrusted the collection, until one has not exceeded the vicinity, it is a minor fault. Exceeding it will result in a downfall. The reason for not allowing the expulsion of a bhikkhu is when residing in Kausambi. At that time, the venerable Chanda made the new student disciples of other bhikkhus happy, enticing them, saying, 'We wander through the fields, what we say is proclaimed, refuting is defeating, obtaining is achieving.' He also admonished them, saying, 'You should not be separated from learning and reading.' They each requested their preceptors and teachers, and although they were prevented, they could not be stopped, and they followed Chanda. They also exceeded the vicinity, and each sent one item and left. Chanda was talking to householders on the road, sitting, and striking the bell in a temple, and if they said, 'Go to Chanda,' that is, 'Some work bell is letting us rest, let's go there.' Those who had gone before also said, 'He will make them work.'

The abbot said, "Perhaps another bell-ringer can be found; you used to take my share." So he left. The story is this: Once, the students were chatting outside, delaying their time. When they returned, it was late, and they found the door closed. They knocked and entered, saying, "Teacher, everyone is ready; please rest." The teacher asked, "Whom did you ask before sleeping?" They replied, "Teacher, you haven't come for a long time, so we asked each other before sleeping." The teacher was angry and said, "You disrespectful people, I won't give you teachings; all of you get out." So the students were driven outside. The next day, the students said, "We are going to leave." The teacher said, "Don't go; stay, and even if you are sick, I will take care of you." The students said, "If we are said to be sick when we are not, we will really get sick." They had no choice but to go to Shravasti. The monks asked them, "Did you arrive safely?" They told the monks in detail what had happened. Later, the abbot made the same mistake again, but the Sangha did not allow him to be expelled, only admonished him. Unless there is such a reason, one cannot be expelled. The story happened in Shravasti, in a cave temple where many monks lived. Suddenly, five-colored auspicious clouds gathered, and it looked like it was about to rain. The other monks, fearing the temple would collapse, ran out. One sick person could not escape on their own, and as a result, the ground collapsed due to the rain, and they unfortunately passed away. If it is for such a reason, even if someone is driven out without permission, there is no fault. Bhikshu refers to the abbot or someone similar. Anger refers to being controlled by anger. Temple or dwelling refers to a place with four codes of conduct, as before. Expulsion or being expelled refers to being expelled by oneself or by others. Reason refers to being imposed. The origin of not allowing later monks to suppress earlier monks is this: In Shravasti, the venerable abbot took another's student to travel, and as a result, rang the bell in another temple.
