Regarding this, let me briefly tell a story from the past: After the Buddha, the Bhagavan, attained complete enlightenment, he turned the wheel of Dharma twelve times in the world. For twelve years, the retinue of the Tathagata, the Sangha of Shravaka Bhikshus, did not have any faults or harms in terms of discipline. Because the discipline was completely pure, there were no precepts established for training in the Vinaya. At that time, the Dharma methods and antidotes were taught to the monks, such as practicing virtuous dharmas and abandoning sinful, non-virtuous dharmas, namely: Do no evil, practice all good, Purify your mind, This is the teaching of the Buddhas. Discipline of the body is good, discipline of speech is also good, discipline of mind is also good, the Bhikshu who is disciplined in everything, is completely liberated from all sufferings. Etc., these three verses that appear from the text of Pratimoksha remain the same as the current Pratimoksha. At that time, the monks also practiced virtuous dharmas and abandoned sinful dharmas. Then, after thirteen years, the Sangha of Shravakas developed flaws in their discipline. The five types of offenses, such as Parajika, occurred for the first time. Now, the Bhagavan also saw flaws in the flawless Vinaya, and it became all faults and harms. Therefore, the Bhagavan established the precepts of training in the Vinaya, that is, if a monk practices and does such a Dharma, he will commit such an offense. Even though these precepts were established, at that time, the monks were so meritorious and sharp-witted that they could remember whatever Dharma was taught. Written in words.

Later, when the Tathagata passed into Nirvana in the city of Kushinagar, he instructed the five hundred noble Shravakas: "In order for my Vinaya to abide for a long time, and to benefit many beings in the future, including gods and humans, write down in texts, without error, what I have previously spoken and established as the precepts." Thus spoke the Bhagavan. Those five hundred Shravakas gathered together and, as he had said, wrote down the Vinaya in texts. Since there were countless lands, such as the place with elm trees, where the Tathagata had previously preached and taught the Dharma, where he had stepped with his feet and blessed, is there any necessary reason why he only manifested Nirvana in the city of Kushinagar? Some might ponder this. Because he acted in accordance with the Tathagata's intention, he manifested Nirvana here, also because that place was inhabited by many people with great strength, so that the non-believing outsiders would not steal the relics of the Bhagavan, and so that all the many people living in that great city could equally obtain the relics, so that all would gain merit, merit would increase, and it would be regarded as a stupa to be venerated, he considered manifesting Nirvana in that place. The one who compiled the Vinaya was the noble Ananda, and when he arrived at the gate of the great cave of compilation, he did not enter among the Shravakas. Ananda thought, "When the Tathagata was alive, I was also very learned, possessed wisdom, was the foremost of those who held the scriptures, and often served him in my middle age. It has not been long since the Tathagata passed into Nirvana, and yet I have not been able to enter among those Shravakas. Have I committed some fault?" He was displeased and felt it was very strange, so he returned to his own dwelling with displeasure, and then entered into Samadhi with one-pointed concentration. Through meditation, he abandoned the obscurations of afflictions that were to be abandoned, and directly realized the state of Arhat. Afterwards, those noble Shravakas gathered.
