The origin of this story is in Rajagriha. At that time, the venerable Gyadbu Nor was appointed to spread the monastic seat and allocate food for the Sangha. Gyadbu Nor, with a virtuous mind, sincerely treated the Sangha, serving with respect as if serving the Dharma. He did not give anything to the Three Jewels or close friends. Because he was so poor and generous, his own three monastic robes became worn and torn. Then, the members of the Sangha discussed: 'If the Sangha obtains a robe, we will give it to Gyadbu Nor.' They reported this matter and received permission. They said: 'To avoid future disputes and confusion, a request should be made to the entire Sangha.' Just like that, the Sangha harmoniously requested and gave. Later, Kinyen and Sachen said: 'The Sangha's property was given to your student's Kinyen.' The monks asked them two: 'Were you two not there at that time?' They replied: 'We were also there.' 'Then why are you mocking? Are you not even allowing us to grieve?' The monks, because of being mocked, reported this matter and established the precepts. Furthermore, the so-called monk refers to Kinyen and Sachen, and others similar to them. The so-called 'previously agreed and permitted' refers to what was previously unanimously agreed upon by the Sangha to give. The so-called 'after that' refers to a later time. The so-called 'because of this Kinyen' refers to what kind of Kinyen? It refers to the Khenpo and Acharya living together. Living together is the Khenpo. Similarly, those who study with the same Acharya should also be treated in the same way. Possessions are of two kinds: clothes and food. Here it refers to clothes. The downfall is the same as before. The offense is: if the monk previously agreed and permitted, and then the venerable ones say: 'Because of this Kinyen, the Sangha's property was designated to an individual.' Then, this will lead to a complete downfall. If designating because of Kinyen is true, then there is no offense. The origin of establishing the precepts is in Shravasti. The group of six monks, when reciting the Pratimoksha Sutra every half month, when reciting up to the Parajika offenses, they remained silent, because the Sangha's remnants often appeared, so when reciting below the Sanghavasesa offenses

Saying such meaningless words, that is, saying: "Venerable ones, what is the need to recite the precepts twice a month for such minor points of training?" The monks became discouraged and disheartened because of this. Why reopen wounds that have already healed? Some offenses have been confessed, and some have not. By speaking like this, you cause us to fall into doubt. Like this, the monks reported the slander and contempt for the training, and the training concerning the Vinaya was established. The "monk who" refers to the group of six, and others who joined them. The "recitation of the Pratimoksha Sutra twice a month" refers to the five recitations from the Parajika to the settlement of disputes. The saying, "What is the need for the minor points of training?" refers to speaking various reasons for abandoning the training. The offenses are as before. If one says, "What is the need?" when reciting the four Parajika offenses, one commits a Dukkrata offense. If one says, "What is the need?" between the Sanghavasesa and the Dukkrita offenses, one commits a Dukkrata offense. Similarly, if one says, "What is the need?" when reciting the Vinaya matters, the minor points, the root texts, the Vinaya Purva, the sixteen matters, the commentaries, the Nidana, and other similar Vinaya matters, one commits a Dukkrata offense. If one despises the Sutra Pitaka, which is not in accordance with the Vinaya, one commits a Dushkritya offense. The first aggregate of the assembly of falsehoods is complete. The Nidana about not allowing the cutting of trees is as follows: At that time, the Buddha was staying in Shravasti. At that time, there was a monk who had previously been a carpenter, who was old, foolish, not intelligent, and not sharp. He cut down a tree inhabited by a deity and used it to build a monastery. Because the deity lost its home and support, it reported to the Blessed One at night, saying, "Venerable one, now it is winter, and the wind blows the branches of the trees, even causing them to break. I am just a child, and I have no home, what should I do?" The Blessed One placed that deity in the place of another deity. The next day, the Buddha gathered the Sangha of monks, explained the details of the matter, and announced that cutting down trees was not allowed. In the forest monastery of Kosala, there were monks who did not work, so someone reported that from now on, monks who work every seven days
