If one says, "You have gone forth from among shoemakers, embroiderers, carpenters, weavers, skinners, cripples, those with crooked fingers, stutterers, those with tumors, etc., therefore you have no shramana-nature or brahmacharya," then whether the bhikkhu is senior or junior, each statement becomes a downfall. Through messengers, letters, gestures, and passing messages from one to another, and calling out to a bhikkhu who is insane, mentally disturbed, or drunk, based on human defects, it becomes a minor offense. To those residing in other places, those in remote areas, those who do not communicate with each other using the noble language, and to shramanas, householders, and likewise, those who have killed their father, killed their mother, killed an arhat, heretics, etc., if one calls out based on defects, it becomes a minor offense. The origin of tale-bearing is that the Blessed One was residing in Shravasti. At that time, the group of six bhikkhus engaged in tale-bearing.
