If one commissions a mat to be made, it is a transgression. If one commissions a mat to be made with a mixture of wool that is permissible and wool that is not permissible, it becomes a transgression. If one commissions silk wool to be mixed with ramie wool, or if one commissions silk wool to be mixed with fine wool, it is a transgression. If the size of the mat is made to be the size of the Sugata, it is a transgression. The size of a large mat is five and a half cubits. A small one is three and a half cubits. A medium one is of moderate size. The origin of making a mat from only black wool is that the Bhagavan was dwelling in Shravasti. At that time, many monks were making mats from only black sheep's wool, and black sheep's wool was both expensive and difficult to obtain. They were seeking and begging from all householders and Brahmins, which became an obstacle to recitation and meditation. The monks with few desires reported this and criticized "difficult to support, difficult to satisfy," and praised the virtues of practitioners and the excellence of contentment, thereby establishing the precepts for learning the Vinaya. "Again, monk" are the root words. "Again, which monk" refers to many monks, and other similar cases. "Only black wool" means that there are four types of black: naturally black, dyed blue, dyed in black earth, and like dirt. Here, it refers to naturally black. "Sheep's wool" refers to the wool. "New" has two meanings: newly made and newly obtained. Here, it refers to newly made. "Mat" refers to those with an inner core and those that are sewn. "To make" refers to oneself or others. Abandoning transgression means abandoning the object and confessing the transgression. The offense is that the pile of wool, the tufts, and the skeins are broken or damaged, and if used to make a mat, it becomes a transgression. There is no offense in using what others have given, what has already been made, or repairing old ones. Commissioning through messengers and letters is applied in the same order as before. The origin of making a mat from two parts is that the Bhagavan was dwelling in Shravasti. At that time, the monks, as before, were not allowed to make only black mats, but were to mix white into them.

It was commanded that, because they wanted good things, they mixed a little white as a sign, therefore, those monks with shallow understanding ridiculed, saying that after reporting (the matter), they defamed it as unreasonable. When a monk makes a new seat, half of it must be pure black sheep's wool, one-quarter must be white sheep's wool, and one-quarter must be inferior wool. If this is not done, it will be abandoned, so a place of learning was established. The so-called "new seat" has two types: newly made and newly obtained. Here, it refers to newly made. The so-called "monk" refers to many monks, those who have entered this Dharma. The so-called "seat" refers to those with inner filling and those that are sewn, here it refers to sewn ones. The so-called "making" refers to making it yourself or having someone else make it. The so-called "half must be black" refers to wool that is naturally black. The so-called "wool" refers to hair. The so-called "one-quarter must be white" refers to the wool from the back, neck, or ribs. The so-called "one-quarter must be inferior wool" refers to the wool from the head and belly, which is called inferior wool. The so-called "not mixed" means not blended. If a seat is made of pure black sheep's wool, it is called an abandonment offense, which means abandoning the item and confessing the offense. The fault in this is: if a monk makes a seat from ten srangs of wool, five srangs of it must be pure black sheep's wool, two and a half srangs must be white wool, and two and a half srangs must be inferior wool. If a monk does not mix half of the black sheep's wool, or does not mix one-quarter of the white wool, or does not mix one-quarter of the inferior wool and makes a new seat, then the moment it is finished, he will commit an abandonment offense. Among these, if the black wool exceeds half a srang or about one srang, then all will be an offense. Among these, just like the ten-srang seat, a twenty-srang, fifty-srang, or hundred-srang seat is also acceptable, knowing that half is black, and two-quarters are mixed with inferior wool and white. The four occasions where it is not allowed to make another new seat before six years have passed after making a new seat are: the Bhagavan was dwelling in Shravasti. At that time, the monks were enjoying bedding, some of the seats were short, and some were long.
