The phrase "do not take more than the upper and lower garments" means that it is not allowed to take more than that. There are two types of upper and lower garments: those for householders and those for monks. If a monk's upper and lower garments exceed the amount begged for, then he commits a transgression at the time of begging. If he obtains them, he should relinquish them. The same should be applied to the upper garment of a householder. If the upper and lower garments are not enough, then beg for them; if there is too much, then return them. If you do not return them, you should relinquish them. If the lower and upper garments of a householder are less than the amount begged for, then do not beg for them either. If you beg for them, you should relinquish them. If there is too much, do not return them either. If a monk's own upper and lower garments are too much, and he does not return them, or if he begs for too much, he should relinquish them. The origin of asking for more than the price of cloth that a householder had previously agreed upon is that the Blessed One was residing in Shravasti. Later, Upānanda preached the Dharma to the householder, and as a result, they both corrected their previous faults, no longer beat the maidservant, and their family was harmonious. The two of them thought: The reason we are able to live in harmony like this is due to the kindness of Upānanda, so we should offer Upānanda some money for cloth. When the maidservant heard this, in order to repay Upānanda's kindness, she secretly sent some wealth to Upānanda. After that, Upānanda said to the householder couple: Give me the offering that you promised to give me. But they were unable to gather it together immediately, and the householder went to borrow money from a wealthy merchant. Upānanda devised a plan, had that wicked merchant take out good cloth, and Upānanda forcibly took it away. He had the householder appraise the price, but later the householder did not repay the money. Therefore, the merchant seized the householder and tied him up in the sun. When the householder's friends saw him, they asked: Have you drunk butter? Or have you been struck by the plague? What is wrong that you are sitting in the sun? I have not drunk butter, but I am in debt.

If obtained, it will become an abandonment downfall. If a monk, without prior persuasion, generates discrimination and obtains clothes through messengers, letters, gestures, and one person passing it on to another, he has committed a mistake. Generating discrimination towards a crazy householder, a mentally disturbed person, a person afflicted with illness, a deaf person, a mute person, a heretic, a Brahmin, and a wandering person, and obtaining clothes will become a mistake. Begging the householder for things that are mixed with ewe's wool, goat's wool, and deer's wool, which are not suitable for use, will be a mistake. Begging from non-humans will be a mistake.
