Let the monks do whatever they are told to say. If he does not admit it, then please use the method of petition and report to find the nature of the offense. If the bhikkhu who sees the offense and does not admit it, he should not be severely punished, should not be given the full ordination, and should not be allowed to be a novice attendant. Within the boundary, do not talk about the bhikkhu's discipline being lost, or the view being lost, or the livelihood being lost, or the behavior being lost. Do not remember, do not instruct or teach. If there is a Vinaya-holder bhikkhu, do not preach the Vinaya in the Sangha, and do not put it in the petition and karma when doing posadha and lawful affairs. If you do these, you will commit a minor offense. The cause of the second uncertain Dharma is that the Blessed One lived in Rajagriha. At that time, the bhikkhu Mountain and the wife of the householder, the two sin medicines, should not be allowed to sit on the seat. The female lay devotee, Good Birth, saw it and reported it, and then established a place to study the Vinaya. The offense of allowing desire does not exist, so it will not be judged as a defeat, so it is said "two allowances". The second is Sanghavasesa and Patayantika, let the monks say what, let them do what. The uncertain Dharma is not only the previous one, but this is also an uncertain Dharma, so it is the meaning of not being determined. The fourth chapter of the Pratimoksha Sutra is the word of not forgetting. Starting from Nissaggiya Pacittiya, the cause of holding clothes is that the Blessed One lived in Shravasti. At that time, the monks had so many clothes and enjoyed the clothes. Even if they did sporadic things such as repairing temples, they changed and wore clothes every time, which became an obstacle to recitation, transmission, and meditation. The monks reported this matter. At that time, the King of Medicine, Jivaka, offered a good cloth to the Buddha and ordered the Venerable Ananda to sew it into a Dharma robe. After sewing the Buddha's three Dharma robes, there were still two upper garments left for Ananda himself and his son Rahula, a total of five. After that, the Blessed One was in a place with strong New Year winds

Having gone to a place called Ala Bir, in the evening at dusk, he put on the fifth Dharma robe. But he still couldn't resist, because of the cold, he put on the seventh Dharma robe at noon. Even so, he couldn't resist, and by dawn, if he wore a sewn Dharma robe, he could resist the wind. Someone like me, with soft and young skin, is satisfied with three Dharma robes. Why can't you be satisfied with that? Praising contentment and few desires, easy to satisfy, satisfied with few necessities, and praising virtues such as fewness. He condemned monks who possessed too many clothes and were attached to too many items, through various means. Also, a monk who has finished sewing the Dharma robe, removes the tacking thread, and sews three Dharma robes, this is a place of learning prescribed in the Vinaya. After prescribing the learning in this way, a householder said to Ananda: From a long time ago, I wanted to offer Venerable Mahakasyapa, who is a place of offering for gods and humans, food and clothes. But we householders are busy with work and have not been able to offer them personally. Please, Venerable Ananda, offer these to Mahakasyapa. Ananda thought: If I accept, I would be violating the precepts; if I don't accept, Mahakasyapa's gains will also decrease, and the householder will not be able to obtain merit. I should accept and report it to him. So he accepted and reported it, and was granted permission. After that, the Blessed One emphasized diligently studying the precepts, praised the virtues of respect, and again emphasized the root words such as "a monk who has finished sewing the Dharma robe." The so-called "finished sewing the Dharma robe" refers to a monk completing the washing, weaving, sewing, and changing the color of the Dharma robe. The so-called "removing the tacking thread" refers to the monks who have entered the Sangha coming out of the Sangha, because the merit of coming out of the Sangha is sewing the tacking thread, so the tacking thread must be sewn. Even if it exceeds ten days, it will not be a forfeiture offense, but if the tacking thread has not been sewn or the tacking thread has been removed, exceeding ten days will be a forfeiture offense, so it is said. The so-called "monk" refers to many monks, and others are similar to this. Exceeding ten days, that is, when the dawn of the eleventh day rises, it will be a forfeiture offense. The so-called "extra clothes" refers to more than what has been blessed. The so-called "not suitable" means not permitted.
