If one slanders, everything becomes a great offense. For beginners and those with disturbed minds, there is no downfall. A limb is also a person, receiving information from a woman, retaliating against a powerful man, and sending that reply back again, even sending it back three times, if the matter is established, it becomes a remainder. The origin of the house is that the Buddha Bhagavan was dwelling in Shravasti. At that time, the monks were given dwellings built by patrons, and the monks said, "This house is too long, this is too short, this is completely dilapidated and difficult to repair." From abandoning those, repairing houses and building other new houses, and asking laypeople for grass, wood, and labor, therefore the laypeople also ridiculed, saying, "The monks have too many things to do, abandoning reciting scriptures, reading the Dharma, oral affairs, and yogic contemplation, becoming obstacles." The laypeople's ridicule was heard by Mahavairocana, and Mahavairocana reported to the Bhagavan. The Bhagavan summoned the monks and asked, "Is it true that such a thing happened?" The monks replied, "Yes, Bhagavan." The Bhagavan scolded in various ways such as being difficult to satisfy and not knowing contentment, and then summoned the monastic community of monks and established the precepts for learning the Vinaya. Bhikshu, is called one who has entered this Dharma. "I have built" refers to wood, grass, and human labor.

Those who are present should be led. Do not lead the monks until my eyes have examined them. What I should examine first is whether there are no venomous animals, carnivorous animals, or sins on this land. This land is cherished by the king, needed for the foundation of stupas, is a road, is the land of a householder, or the foundation of a heretic, or the summer retreat of a nun, or a land where large trees must be cut down. If it is a place where one needs to play, do not even request it there. If the land is near a well, a cliff, a road, etc., it is not a spacious place, do not request it. Building a house in such an unsuitable, contentious, and unspacious place should be requested from the Sangha. After requesting and acting upon the Sangha, the Sangha should not trust that monk, either all the Sangha should go there and look, or appoint a monk. That monk should also carefully examine and if there is no dispute, no doubt, and it is not unsuitable, then after initially requesting the Sangha through the ritual of request and supplication, the house should be built. The monks who lead the monks means where that monk resides. Land means building a house. Look means to examine separately. Suitable means there are no snakes and sins, etc. Non-contentious means free from fighting and fault-finding, etc. Spacious means that within a fathom of its surroundings there are no wells, etc. If the monk deems it unsuitable, it means that snakes and sins, etc., exist. Contentious means with fighting, fault-finding, and conflict, etc. Unspacious means that within a fathom of the monastery's surroundings, it cannot be used. What I have established as ownerless means there is no other owner. For the sake of indicating the foundation. Did you not lead the monks means did you not lead the monks who examine the foundation. Did you not show it to those who led means some monks examined the place, but did not report or request it from the Sangha. Exceeded the limit means exceeded the stated limit.
