Also, these sixteen aspects should be contemplated and distinguished. Is he a virtuous one? Is he a repentant one? Is he one who has heard much? Is he one who establishes discipline? Does he speak from what he has seen? And so on, the twelve are as before. With five aspects, words should not be respected: connecting words is not speaking, changing from one place to another, pointing to one side and also flattering from admitting faults, slandering the monks, and being disrespectful. Rebuttal should be respected. If both the attacker and the respondent see the faults of fighting as the qualities of peace, then both should seek a mediator who possesses sixteen qualities. Having discipline, wanting to learn, having heard much, being skilled in discipline, wanting not to be mixed like the mediator's dharma, not being of desire and hatred, not transgressing the Victor's teachings, not establishing what has not been established, not changing what has been established, this dharma is able to pacify, able to exhort. There are three types of mediators: one who does not restrain body and speech, and goes to both sides to stir things up; and one who restrains speech, combines actions, and restrains both. Such a person should be avoided, the first two are not acceptable. There are five like children: entering into the non-dharma aspect, strengthening disputes, benefiting the monks with the Sutra Pitaka and Pratimoksha from other mediators, and being disrespectful. The five rebuttals are clear. The mediator should practice pacifying disputes, and should examine himself in eight ways: Do I know where the beginning came from? Am I like a friend mediator? Have I not mixed before? Are my words respected? Can I purify those faults? Can I answer? Can I pacify according to the Dharma? Am I skilled in exhorting from non-virtue? There are also eight aspects: Is there someone here who protects the Victor's words, holding the Sutra Pitaka and so on? Is there a place for finding faults, rebutting, and so on? Does he rely on the king? Does he rely on the householder?

Is it reliance? Not on outsiders, but on the Sangha. Only the Sangha can see or promise to pacify. Those impartial ones should pacify disputes through direct mediation. There are two aspects to be done directly: directly mediating the person and directly mediating the Dharma. There are two aspects to directly mediating the person: the object to be pacified and the one who pacifies, these should be done directly. Directly mediating the Dharma is just like the Dharma and the Vinaya. Therefore, the debater should be examined in eight aspects: rituals, conduct, friendship and friends, bodily actions and pure actions, livelihood and gains. If it is known to be a sinner, he should be admonished not to speak. Similarly, there are also eight aspects for the respondent: if he is a sinner, ask him what the initial verbal action was like. If asked, do as he says. It should be combined in six aspects: recognizing the victor himself, examining, arising, questioning, entering into commitment, rejoicing. It is the same for the respondent. Answer and enter into commitment in twelve aspects: combine with the Sutra Pitaka, like the Dharma, debate like the Vinaya. Among them, there are five situations where it becomes impossible, because the five words subsequently indicated are not understood: the debater, the respondent, reasoning according to the Dharma, examining according to the Dharma, and thinking not according to the Dharma, and not adhering to the commitment.
