Similarly, when guilt cannot be determined due to repeated denial and non-acceptance, in such cases, if division and dispute arise, it is called a dispute over offenses and downfalls. A dispute over actions is when learned and wise monks gather together, and like Dharma and Vinaya, work is done through two requests or three requests, i.e., four times, or only requests, etc., some say, "This is not Dharma," and some say, "This is according to Dharma." Disputes arising from some monks not gathering here, and disputes arising from regret caused by some being late and doing things earlier, and disputes arising from internal discord, and disputes arising from not being according to Dharma, fighting and disputes lead to division into two factions, and disputes lead to fighting, which is a dispute over actions, and the four disputes have been spoken of. Now, the seven ways to pacify disputes will be spoken of. For situations like the four types of disputes mentioned above, they should be pacified by the seven ways of pacifying disputes, and they should also be explained separately. For disputes arising from conflict, they should be pacified by direct taming and giving many precepts, and they should be pacified and tamed by these two methods. What is called direct taming is when situations like the four types of disputes arise, and when the Sangha is divided into two factions, the monks should appoint an impartial and authoritative monk. Three people are manifest, that is, the partisan arguer is manifest, the respondent is also manifest, and the impartial one is also manifest, and it should be shown as the teacher's teachings, without contradicting it. In this regard, the arguer should deeply contemplate the meaning in sixteen aspects and then grasp the point, namely, truth, time, limit, secluded place, seeing, hearing, doubt, body, speech, village, monastery, night, what is done during the day, remaining, not remaining, and being able to beg. The five types of unstable words are: the meaning is not determined, words from one to another, grasping the meaning from the words of full ordination, grasping the Sutra Pitaka, and not knowing the place.
