The offense is that if a bhikkhu sees bhikkhus deliberating in a building, a gatehouse, a corridor, a pleasure room, or even on a roof, that bhikkhu should make a footstep sound or a bell sound, or make a throat-clearing sound. If one does not make the bell and throat-clearing sounds but hears those sounds, it is a minor offense. If one understands the meaning, it becomes a downfall. There is no downfall for coming to pacify a dispute, not to create one. The story of not allowing a bhikkhu to leave without speaking while bhikkhus are deliberating is in Nyan. At that time, H喜 and 近喜, two of the Six Group bhikkhus, were in the Sangha, and having previously harassed the Seventeen Group, 近喜 was subjected to an act of expulsion by the Seventeen Group. H喜 prepared to scold and suppress, and the Seventeen Group threatened, "Do you also want to be expelled?" That person was also placed on a seat wearing a robe, stood up silently, and left. After that, 近喜, having been expelled, left crying and said to H喜, "You did not suppress me." 近喜 said, "Because you did not sit down, you were subjected to an act of expulsion, and because you are not harmonious, you are not strong." Then, some bhikkhus slandered minor matters and reported the matter, and from then on, it was prescribed that the Sangha should act according to the Dharma, and it was not allowed to leave in silence. The so-called bhikkhu is H喜, and others are similar to him. For the Sangha's unquestionable statements, there are two acts of announcement and request, and announcement and four acts. The so-called standing up from the seat and leaving is abandoning the retinue of listeners. The so-called bhikkhu staying without speaking is not speaking to those who are staying there. The so-called special circumstances are the sick, those who care for the sick, and those with female relatives. Or not leaving the vicinity for urination or defecation. Downfall refers to the three lower realms. The story of not allowing a bhikkhu to be disrespectful is in Rajagriha. At that time, many bhikkhus gathered in the assembly hall and said, "This is the Dharma, this is the Vinaya, this is what the Teacher taught." When the bhikkhus were doing the work of pacifying disputes, the bhikkhu named Bull-lying-down-son Black One did not listen to what the Sangha said according to the Dharma.
