Shariputra and Maudgalyayana were traveling in the countryside when they saw seventeen groups of naked heretics sitting in the water. Shariputra said to Maudgalyayana, 'Look how beautiful your disciples are!' Then, Maudgalyayana entered into samadhi and investigated, and found that the Six Groups of monks had hidden their robes in a dense thicket. He gave food to the disciples, and after the monks had eaten, they returned from the village and met on the road. They asked, 'Why were you delayed?' The Six Groups of monks told them what they had done. The monks, hearing this, disgustedly complained, 'Monks are hiding robes!' They reported this to the Buddha, who rebuked them and forbade the hiding of robes, and established a precept for training. Also, the term 'monk so-and-so' refers to one who delights in intimacy, and others like him. The term 'monk' refers to one who has entered this Dharma. If a nun or novice, etc., whose names are mentioned, hides their belongings, they will be at fault, otherwise they will not be at fault, that is the meaning. The utensils mentioned, such as the alms bowl and Dharma robes, if one hides the utensils that a monk has the right to use, one will incur a downfall. If one hides what one does not have the right to use, one will incur a misdeed. 'Does one hide?' refers to oneself hiding. 'Does one cause to hide?' refers to causing another to hide. 'Unless there is a similar reason' refers to the fact that when in Shravasti, one monk entrusted some Dharma robes to another monk. Later, this monk was called away to another place for some reason, and he hid the robes before leaving, and later doubted whether he had committed a downfall, so he reported it to the Buddha. The Buddha said, 'There is no intention to harm others, and hiding due to an emergency is permitted.' For example, if one fears that wild people or thieves will rob one, or if one's clothes are lost, or if one fears that they will be washed away by water, hiding them is not a fault. The reason why monks are not allowed to wear clothes without confidence is that when in Shravasti, the venerable Ashvajit attained Arhatship. The desirous one was staying in Kaushambi. Tārakājāta and Navasu died. Ananda and Upananda were staying in the Sangha in Shravasti, and they were old and frail, and their attendants could not obey their words, so they changed the color of their clothes and mended them.

They couldn't do it either, so they thought they should find a way, and pretended to give the clothes to those who were living there. They changed the color of the clothes and boiled them. They also thought they were really given, so they washed all the old clothes, changed the color, sewed them, and wore them while living there. After a long time, when the Blessed One went to other places to travel and passed away, they also interrupted their novice practice, returned the clothes to Nears Delight, and then left. After they left, Nears Delight put on all those clothes and made them old. Later, they came back and saw that the clothes had become dirty, and said that they were different from the previous clothes, and Nears Delight denied it. Later, when the Blessed One went to other places to travel again, they complained because the clothes were bad. The Blessed One said, "Why are those monks' clothes bad?" Nears Delight reported in detail that they had given the clothes before, but they wore them like that without trust. The Blessed One scolded them, saying that this was not the behavior of a monk, and did not allow them to wear clothes without trust. Therefore, he established the rules to be learned in the Vinaya. Also, "who is the monk" refers to Nears Delight, and others similar to him. "Monk" refers to those who have entered this Dharma. "Clothes" refers to any of the three Dharma robes. "Given" refers to what was given before. "Without trust" refers to what was given before, or pretended to be given, but was not allowed to be used for wearing, etc. If one thinks that wearing clothes will make one happy, or if one uses clothes like the three kinds of friends, there is no fault. The incident of falsely accusing a monk of committing a Sanghavasesa offense without any basis occurred in Rajagriha (present-day Rajgir in Bihar). At that time, the nun Utpalavarna paid homage to the Buddha and went to Vulture Peak Mountain to visit the pot-bellied god of wealth who lived there. The Dharma robe of the pot-bellied god of wealth was blown by the wind and touched Utpalavarna's head. Friends and Earth Holder were washing rags nearby and saw this scene. Earth Holder said, "If you touch the hair knot, you will commit a Sanghavasesa offense." Friend said, "Now is the time to discuss it." Friend also said, "We have accused him before, but he was acquitted. What crime do you want to acquit him of now?"
