Nor will there ever be desire. Those defeated in the battle of afflictions, wander about without refuge. The absence of reins shows that non-Buddhists do not have such individual liberation. Never wanting, not wanting, refers to being distracted by the five worldly qualities. These two are the defeat of afflictions. Wandering about without refuge is like a wild animal that wanders about when it loses the reins of its tether. Similarly, non-Buddhists and worldly people, lacking the refuge of individual liberation, wander about in the three lower realms. From "Listen" onwards to "request," it explains how to correctly present. Venerable Sangha, listen! Today is the fourteenth or fifteenth day of the Sangha's Uposatha. If the time of the Sangha has come and it is tolerable, then may the Sangha grant permission. Today the Sangha performs the Uposatha, reciting the Sutra of Individual Liberation. This is the request. "Listen" is the Tibetan word for the reader summoning the assembly. Uposatha means restoring what has fallen and generating roots of virtue. "Fourteenth or fifteenth day" refers to the beginning of the time, starting from the waning moon of the autumn minor month, there are four Uposathas in two months. The first two and the last are the fifteenth Uposatha, while the middle one is the fourteenth Uposatha. It should be understood in the same way until the waning moon of the autumn minor month of the following year. The time has come refers to the two times mentioned later. Tolerable refers to the Sangha that has not split, has no remainder, and no transgressions have occurred. From "Venerable ones" onwards to "the introduction has been explained," it shows the complete purity of the assembly. Venerable ones, we should perform the Uposatha, reciting the Sutra of Individual Liberation. Whoever among you has transgressions, should confess. If there are no transgressions, then do not speak. If you do not speak, then we will consider the venerable ones to be completely pure. Just as after asking individually, the bhikshus answer, for such a bhikshu Sangha, it should be proclaimed three times. Confession means confessing in front of those whose nature is clear, whose signs are the same, and whose views are the same. Whoever among you has transgressions, should confess, and if there are no transgressions, then say nothing.
