Coming from the manner of residing in the Khaba of the king, they went to Shravasti to pay homage to the Buddha, accompanied by the merchant Shogam (transliteration) who was a fugitive. Because they were afraid of Shogam living in a village of rocky mountains, they entered a hidden path, and the Shogam people saw them and seized them all. The monk was beaten almost to death. Then the merchants said: Holy one, you are the son of the king, please bestow it. The Shogam people were afraid and begged the monk for forgiveness. After his permission was announced in Shravasti, the rule was established by the monks who had few affairs. Traveling with thieves, it is okay to go to the village, and it is okay to separate from the village, for every yojana, one commits a downfall, and for half a yojana, one commits a misdeed. Knowing that they are thieves stealing property and still traveling together, one will commit a downfall. Also, if a monk who is not yet twenty years old is given the Bhikshu vows, he will commit a downfall. That person will not become a Bhikshu, and those monks will also be blamed, because that is not the right time. When the Buddha was residing in Shravasti, the son of Maha Maudgalyayana had ordained seventeen groups as Bhikshus from childhood, and those young people were hungry and unbearable at noon, and this matter was heard by the Buddha. If young people are ordained as Bhikshus, they will not be able to endure hunger, cold, and other sufferings, so it is stipulated that those under the age of twenty cannot be given the Bhikshu vows. If someone under the age of twenty is ordained as a Bhikshu, the preceptor will commit a downfall, and the Sangha will commit a misdeed. If someone who claims to be twenty years old but is actually not yet full is ordained, then the precepts are obtained, but there is a misdeed. If someone who does not know how old he is is ordained, then the precepts are obtained, but the Sangha will disappear together with the past. If there was no doubt before and no question was asked, and later doubts arise, if he is not yet twenty years old, then add the remaining months and the months in the womb, it is good if it is full, and if it is not full, let him return to lay life. If he has not returned to lay life and has experienced the Sangha's Karma twice, he will become a thief-dweller. The wise ones say these words, saying one sentence will cause a downfall. Among them, the foolish one is the one who is not proficient in the Vinaya, the unclear one is the Sutra Pitaka, and the one who is not proficient is the one who is not proficient like a mother.

Furthermore, monks will quarrel, expose each other's faults, be disharmonious, argue, and remain in such a state. I have heard what these monks are saying, thinking, 'I should prepare in such a way.' Because of that reason, remaining silent and pausing in between, listening and staying there, is a transgression. When the Buddha was residing in Śrāvastī, among the group of six, some had attained Arhatship, and some had passed away. Nanda and Upānanda were residing there when the group of seventeen was flourishing. The group of seventeen did not abandon their previous grudges and intended to perform the act of expulsion against Upānanda. They closed the door and entered the room. Upānanda eavesdropped, listening from the window, thinking, 'Are they discussing me? It would be better if they treated me as an ordinary person; even the elephant named Gaja-rakṣita can endure being bound by a hundred ropes.' Afterwards, the group of seventeen moved their residence and went to the fire room, and Upānanda stayed there and eavesdropped as before. Similarly, they entered the roof, any door, and the road to discuss, and Upānanda followed and eavesdropped as before. Because of intimidation, they were unable to perform the act of expulsion against the monk Upānanda, so they asked Upānanda for forgiveness. After that, Upānanda heard them discussing how to arrange things, and the monks with few desires established the precepts. Whether it is fighting with me or listening to the monks, it is permissible. But if one listens to provide help and arrangements for other quarreling parties, it is a transgression. Listening to be cautious from what is heard, or listening specifically to decide what should be done from what others say, there is no fault. Furthermore, if a monk hears the Sangha righteously condemning those uncertain statements, he stands up from his seat and leaves without saying anything, and does not tell the monks who are staying, except for that kind of reason, it is a transgression. When the Buddha was residing in Śrāvastī, the group of seventeen did not abandon their previous grudges and intended to perform the act of expulsion against Upānanda. Nanda was at fault because he was sitting in the assembly, preparing to suppress his younger brother, and the group of seventeen said, 'Whoever suppresses will be subjected to the act of expulsion.'
