It will become a downfall. If fruits ripen, leaves wither, trees and grass dry and take root, and flowers that have opened are harvested, it will become a misdeed. If a tree in a monastery cannot be cut down, offerings should be made and scriptures recited after seven days. After praising the merits of generosity and condemning the faults of stinginess, it should be cut down. If the owner is displeased and strange occurrences such as bleeding occur, it should not be cut down. In the dwelling place of beings, knowing from lightning to the most minute dwelling place, if a nest is destroyed or demolished, it will become a downfall. If one slanders or disparages, it is a downfall. When the Buddha was residing in Rajagriha, two monks named Friend and Land saw the monk Giant Wealth, and the two said to Near Joy: Near Joy, if you are also appointed as a monastic administrator, the torment we suffer will be like that of Giant Wealth. Therefore, a monk with few affairs established the precept. For the affairs of twelve people, whether appointed through the affairs of solicitation and request, or appointed as ordinary people, if monks openly slander or disparage them, it will become a downfall. If one slanders or disparages something that is not a personal affair, it will become a misdeed. If one contradicts the answer to an instruction, it is a downfall. When the Buddha was residing in Kausambi, a monk with faith committed a downfall, and monks who wanted to help him said, "This is the method of restoring a downfall." The monk with faith said, "Who committed the downfall, who will restore it? If you commit it, who else do you expect to restore it?" Therefore, the precept was established. If one speaks contrary to a lawful instruction, it will become a downfall. If one contradicts an answer while seeking an opportunity, and in the event of death or similar occurrences, if one speaks in response to a question about something overwhelmed by sorrow, there is no fault. Furthermore, if a monk spreads or allows to be spread on a bed, small bed, or seat of the Sangha without an inner tube, wool, pillow, or cotton filling, and leaves without tidying up or entrusting it to be tidied up, and does not entrust it to a monk to sit or lie down, except for similar circumstances, it is a downfall. When the Buddha was residing in Shravasti, a householder invited the Sangha, and the Buddha went to inspect the bedding.

The beds and mats in the monastery were laid out without being arranged, in a place without coverings. Great clouds also gathered immediately, and the Buddha collected the bedding. When it rained, he said to the monks: "These are the bedding offered by the faithful donors. Use them moderately and treat them with respect." Therefore, it was established: If the Sangha's bedding is laid out in a place without coverings, and without any arrangement, exceeding forty-nine cubits from the boundary, a fundamental offense is committed. If one layer of the mat is eaten by worms, an offense is committed. If it is blown over by the wind, an offense is committed. If it is wet by the rain, an offense is also committed. Each bed and mat will lead to an offense. If it does not exceed forty-nine cubits, a misdeed is committed. If a monk falls asleep and the bedding is as before, an offense is also committed. If it is not wet or eaten by worms, a misdeed is committed. If disasters such as fire, water, or thieves occur, and there is no time to arrange it, or if it is entrusted to a monk to arrange it, there is no fault. If an individual's bed and mat are as before, a misdeed is committed. There are five types of people who cannot be entrusted to a monk: the elderly, those who do not know shame, those who have hatred, those who are seriously ill, and those who have not received full ordination. Affliction is disrespect. Furthermore, if a monk lays out grass roots or leaves in the Sangha's monastery, and does not arrange it, or leaves without entrusting it to someone else, and does not entrust it to the residing monk, unless there is a similar situation, an offense is committed. When the Buddha was residing in Shravasti, two monks came from the south to Shravasti. They gave bedding to the elderly monk, but not to the young monks. So the young monk cut grass, laid it out knee-deep, and slept. After dawn, he left, and many worms arose in the grass, filling the room. The Buddha saw this and established: If a monk lays out grass and leaves, etc., on the ground, and does not arrange it, or leaves alone without entrusting it to someone else, an offense is committed. If a disaster like the previous one occurs, there is no fault. Affliction is disrespect. Furthermore, if a monk is angry, agitated, fierce, and unhappy, and expels a monk from the Sangha's monastery, or has someone expel a monk, or something similar.
