Furthermore, what is considered unreasonable? It is to prohibit proclaiming "He is different from others," and so on. Moreover, if a bhikṣu speaks truthfully about the superior qualities of humans to someone whose bhikṣu vows are not yet complete, it is a downfall. When the Buddha was residing near the Monkey Pond in the city of Vaiśālī, five hundred bhikṣus who had come from the fisherman caste attained the fruit of Arhatship. Those bhikṣus said, "Previously, when we had no certainty, we lied. Now that we have truly attained it, we should proclaim the true qualities." From then on, they proclaimed their respective qualities in the city of the fishermen's village, to the extent that laypeople even snatched offerings from their own children to give. Therefore, the bhikṣus with few desires rebuked them and established this precept. Even if one has attained the superior state of a noble being and has certainty, it is a downfall to speak about it to a layperson. Speaking to a bhikṣu is a misdeed. There is no fault in speaking for the sake of taming, or to those who have seen the truth. Furthermore, if a bhikṣu, after having previously agreed and done something lawful, later says, "Venerable ones, because of doing this, it is dedicated to the gains of the Sangha," saying so is a downfall. When the Buddha was residing in Rājagṛha, the robes of the bhikṣu Gya-bu Nor were worn out. He obtained a piece of cloth from the Sangha. Through the ritual of requesting the cloth to be given to Gya-bu Nor, faith was gathered and given to him. The bhikṣus, friends and Sa-can, did not let go of their previous grudges and spoke as it was written in the text, thus establishing this precept. There is no fault in speaking if it is dedicated for the sake of friends. Furthermore, if a bhikṣu, while reciting the Prātimokṣa Sūtra every half month, disparages the training, saying, "Venerable ones, these minor points of training, which cause bhikṣus to regret, be discouraged, be negligent, be annoyed, and be displeased, what is the use of reciting the Prātimokṣa Sūtra every half month?" it is a downfall. When the Buddha was residing in Śrāvastī, while reciting the Prātimokṣa, the group of six bhikṣus, after hearing up to the Pārājika offenses, considered it sufficient to recite only up to that point, and spoke as it was written in the text, thus establishing this precept. Regret is of three types: small, medium, and large. Discouragement, negligence, and annoyance.

It should be combined directly with wisdom. To keep in mind is to vow not to do it in the future. Minor precepts are the slightest downfalls, which are misdeeds. Even if it is said not because it is harmful, but because of disgust, it is a downfall. In short, wasting seeds, ordering, beds, mats, and expelling, later suppressing, planting, and building in two layers. If the place where seeds gather, the place where earth elements originate, is destroyed or caused to be destroyed, it is a downfall. When the Buddha was dwelling in Shravasti, an elderly monk who was engaged in carpentry cut down a tree inhabited by a deity to build a temple. The owner of the tree, a deity, reported to the Buddha, "The elderly monk has cut down the tree I inhabit, leaving me with no support." After reporting, the Buddha said, "Monks should not cut down trees." After that, the group of six monks cut down trees, green grass, and flowers with their own hands, and had others cut them down, and were punished by the heretics. There are five kinds of seeds: root seeds, stem seeds, top seeds, split seeds, and seed seeds. Among them, root seeds are like sugarcane, cypress, willow, etc., which grow from planting the roots. Stem seeds are like fig trees and willows, which grow from planting the stems. Top seeds are like sugarcane, grapes, and bamboo, which grow from planting the tips of the shoots. Split seeds are like fruits, which grow from planting. Seed seeds are like barley, rice, and barley, which grow from sowing. No matter what method is used, as long as these seeds are intentionally made unable to grow, it is a downfall. Whether one cuts down green grass and trees oneself or has others cut them down, each time a blade of grass or a branch is cut, a misdeed and a downfall occur. If many are cut with one method, a combined misdeed and a downfall containing multiple occur. Cutting down trees belonging to gods, demons, and humans, each swing of the axe results in a misdeed, and cutting down the tree results in a downfall. Picking mushrooms, moss on stones, three-petaled flowers, fallen leaves, and unripe fruits all result in a downfall.
