And, triple consequences will arise. If a bhikkhu is treated like a slave, or if a mark of a footprint is added, that is allowing others to engage in impure conduct, and a serious offense will be committed. If sons and daughters, etc., are sold, that is selling people with hair, and a serious offense will be committed. Furthermore, if any bhikkhu in a village or monastery takes what is not given, which is considered theft, no matter how much is taken without being given, the king or minister may seize him and kill, bind, or expel him. And say to him, 'Hey, you are a thief! A child! A fool! A robber!' If that is said, then a bhikkhu who takes what is not given in this way is also a bhikkhu who has committed a defeat and should not reside. When the Blessed One was dwelling in the Light Garden of Rajagriha, the wealthy one who had ordained from a potter built a hut. The Buddha ordered it to be torn down, and after the bhikkhus tore it down, the wealthy one went near the monastery guarding the trees of King Ajatashatru's house and said, 'The king allows the bhikkhus to use the trees as they please, please give me trees.' Then he took the trees and built a hut. The king summoned that bhikkhu and said,

Even if given, it is a transgression. If one induces another to steal and takes a share of the stolen goods, it is a pārājika offense. If one does not take a share, it is a sthūlātyaya offense. If one previously induced another to steal, but later says not to steal, whether they steal or not, it is a sthūlātyaya offense. Stealing the property of gods, spirits, and animals is a sthūlātyaya offense if the value is sufficient; if not, it is a duṣkṛta offense. If one steals human property such as cattle, horses, or peacocks, thinking that any ornaments on animals belong to humans, it is a pārājika offense. If one steals thinking it is animal property, it is a sthūlātyaya offense. If one does not initially intend to keep it for oneself, but steals for the sake of the Three Jewels, parents, etc., it is a sthūlātyaya offense. If one thinks, "I will steal this and give it as alms," it becomes a pārājika offense because one has made oneself the almsgiver. If there are many owners of property, and the common property is divided among them, it is a pārājika offense if one receives a share of sufficient value. If the value is insufficient, each owner is subject to a sthūlātyaya offense. If many monks steal the property of one person, it is a pārājika offense if one thief receives a share of sufficient value; if not, each is subject to a sthūlātyaya offense. Stealing the property of the Three Jewels, i.e., the property of the Buddha, Dharma, and Sangha, does not result in a pārājika offense because it is not fully possessed, but it incurs countless sthūlātyaya offenses, and its karmic result is close to the five heinous crimes. Stealing the property of a Sangha in one area is similar to what is said later about stealing the property of many owners. Causing loss to human property results in a sthūlātyaya offense. The phrase "even in the case of written characters" refers to all actions that constitute a pārājika offense from the time the initial precepts were established. "In the village" means within the enclosure; "in the monastery" means outside the enclosure. "Not given" means not given by the owner of the property, which falls under the category of stealing. It does not refer to taking property by means of enticement, etc., but rather taking it with the intention to steal. "How much is taken without being given" means taking more than five mashakas, which means the value is sufficient. The section from "seized by the king" to "stealing" refers to the meaning of reproach. If the owner of the property, such as the king or minister, does not believe in the Dharma, they will proceed from seizing to expelling. If the owner of the property believes in the Dharma, they will punish with words. Killing means causing the loss of life.
