Thus, abandoning others by imposing instructions, etc., is the second cause of strife. From this, disputes arise because the second strife is not restrained. The so-called dispute due to non-restraint refers to abandoning others with and without cause by imposing instructions, etc., relying on the enemy's unpleasant words, and thus the strife of clinging to the mind. Third, from the perspective of the one with transgressions, it should be understood that disputes arise due to transgressions. What does it mean to not provide assistance in accordance with the action? Action refers to the one hundred and one actions such as requests, which are the nature of purification and karma, etc. Among these, not providing assistance in accordance has two aspects: not conforming to the Vinaya, and acting to prevent. Among these, not conforming to the Vinaya means that the affairs of a bhikkhu should be completed by the Sangha belonging to that boundary, but because the body or intention does not conform to the Vinaya of the Sangha, assistance is not given. Acting to prevent means that the affairs of a bhikkhu belong to that boundary, naturally abiding, the conduct has not deteriorated, speech is correctly restrained, the actions of the Vinaya are clearly known, there is no malice, and because other actions are not in accordance with the Dharma, prevention is carried out, and therefore assistance is not given. Thus, for actions such as requests, not giving assistance due to not conforming to participation, and acting to prevent, is the fourth cause of disputes. From this, the fourth dispute arises due to actions, so-called disputes arising from actions, refers to relying on not conforming to participation in actions such as requests, and acting to prevent, the enemy uses discordant words to make the mind inclined to strife, engaging in arguments, exposing shortcomings, quarreling, debates, etc. For the cause of actions with these followers, by clearly subduing disputes, and giving many rules, to pacify disputes by dividing into the same lineage, and abandoning other things with causes, for a bhikkhu with transgressions, the Sangha appoints an exposer, and lets him not give opportunities, remembering the boundaries of solitary places, exposing with mindfulness and a basis, remembering from where, when, and what the transgression occurred, and if not giving opportunities, then condemning, not making choices, preventing idle talk, etc., stopping purification, stopping karma, etc.
