Etc., the above two verses contain forty-seven precepts to be learned, which will be explained in order from the text below. Venerable ones, these many precepts to be learned are mentioned in the Pratimoksha Sutra, which is recited every half month, and this is a quotation of the scriptures that expound the many precepts to be learned. The so-called "precepts to be learned" refer to the precepts to be learned that do not contradict the Vinaya, do not contradict the world, and are sure to conform to the precepts. Because these precepts can hold their own characteristics, they are called "dharma." The so-called "many of these" refers to the one hundred and twelve precepts to be learned that appear below. If one transgresses these precepts, what will happen? Generally speaking, the teachings here, again, use the main action, the preparatory action, and the preparatory action of the preparatory action to establish the transgression, as well as non-transgression, what should be learned, and remedies to understand the characteristics here. Among them, the establishment of the transgression of the main action here means that if one violates these, in the main action, it will become an act of wrongdoing that should be confessed. The transgression of the preparatory action is an act of wrongdoing that should be prevented, a minor act of wrongdoing. The transgression of the preparatory action of the preparatory action is even worse than that, and it will become a minor act of wrongdoing that should be prevented. Non-transgression refers to not violating the precepts to be learned, as well as beginners, the insane, those with disturbed minds, and those who are afflicted by feelings, there is no transgression. What should be learned refers to the fact that a Bhikshu should not rely on all situations that would violate the precepts to be learned in all places and at all times, but should learn, and should learn not to violate the Vinaya, not to violate the world, and to be sure to conform to the precepts. Remedy refers to how to prevent the transgression of the downfall, not to establish it, to confess to one person, and according to the order of confession, for the transgression of the main action, the preparatory action, and the preparatory action of the preparatory action, to remedy it in the manner described above, the wrongdoing of the main action should be confessed, and the wrongdoing of the preparatory action and the preparatory action of the preparatory action should be prevented with intention, and should be understood as described above.

And the Sutra of Individual Liberation says that it appears from the recitation of the Vinaya holders when reciting the precepts every half month. The scriptures say: The lower garment has seven forms, etc. The Sutra of Collecting the Trainings that is spoken of is: One should learn to wear the lower garment in a circular fashion. One should not wear a lower garment that is too tight, nor one that is too loose, nor one that is like an elephant's trunk, nor one that is folded like a palm leaf, nor one that is like a pile of grain, nor one that is raised like a snake's head, one should learn to wear it in this way. These are the things that are said. Among them, the basis for learning to wear a circular lower garment is: The Buddha, the Bhagavan, was dwelling in Varanasi in the Deer Park where the hermits spoke. When the Bhagavan allowed the five to enter a state of faultlessness, and they became monks, they, due to previous habits, wore the lower garment like householders, and were seen by Brahmins and faithful householders who said: Holy ones, how do you wear such lower garments like wealthy people, merchants, and leaders? At that time, the monks reported to the Bhagavan, and the Bhagavan thought: What the householders say is true, I should think about how the perfectly enlightened Buddhas of the past had their Shravakas wear the lower garment. The gods reported to the Bhagavan: Tamer, it is just like the gods of the Pure Abodes. The Bhagavan himself also knew and saw it as if he were like the gods of the Pure Abodes. Then, the Bhagavan said to the monks: Therefore, my Shravakas should recite the basis of learning in the Vinaya in this way: One should learn to wear the lower garment in a circular fashion. Thus, he established the precepts. The place was Varanasi. The transgression was the five. The affliction was the uncleared habits, the previous habits. The fault was wearing the lower garment like householders. Here, in showing the actual downfall, is it shown in a negative way, saying one should not do this and one should not do that, or is it shown in a positive way?
