When the monks reported to the Blessed One that someone was ridiculing them, saying, 'Although they are possessed by great faith, they still beg,' the Blessed One, because of this incident, this origin, and this occasion, convened the monastic community of monks and rebuked the monks, saying, 'This is not the conduct of a renunciant, it is not in accordance, it is not proper, it is not suitable, this is not something that a renunciant should do.' He rebuked them in various ways and fully considered the ten benefits of establishing precepts. Therefore, my hearers should recite this basis of the Vinaya training in this way: 'If any monk uses bone or horn to make a needle case, or has it made, after breaking it, he commits a downfall.' The place where the precept was established was Shravasti. The objects were the many monks who believed in this Dharma. The afflictions were desire and hatred. The offense was making a needle case. Among them, 'any monk' refers to a believer in this Dharma. 'Bone' refers to bone itself. 'Horn' also refers to horn itself. 'Needle case' refers to two kinds of needle cases, namely, those with holes and those like wine cups. Here, it refers to both. 'Has it made' refers to doing it oneself or having someone else do it. 'After breaking it' refers to breaking the object and then confessing the downfall of the downfall. 'Commits a downfall' is the same as before. So, how is a downfall constituted? Here, the characteristics of this are understood through the actual basis, the preparation, the preparation of the preparation that determines the downfall, as well as the cases where there is no downfall, what should be learned, and the remedies. Among them, the determination of the downfall of the actual basis here is: if a monk uses bone, horn, or iron, etc., other than precious materials, to make a needle case, or has it made, he commits the downfall of making a needle case as the actual basis. Using any of bone, horn, etc., will not be refuted. Using iron, etc., will not be refuted. Any of the needle cases with holes or like wine cups will not be refuted. Doing it oneself or having someone else do it will not be refuted. The agent here is the thought of desire and the needle case itself, other than precious materials. Here, the downfall of the actual basis is constituted by five limbs.

Making it with jewels is not allowed, so it is a misdeed. Accepting the accumulation of downfall without asking if it is damaged is a misdeed. The downfall of the combination of combinations is a minor misdeed, as many combinations as there are, there are as many combinations of combinations, the combination of the misdeed of combination is also a misdeed, that is, a minor misdeed. There is no downfall in obtaining what has been done, and using what has been done, there is no downfall. For the beginner, and the madman, and the mentally disturbed, and those threatened by pain, there is no downfall. What should be learned is that a bhikshu should, in all places, in all circumstances, not rely on all actions that lead to the downfall of repairing needles. In front of whom the repairing is done, one should ask him, did you damage that thing? When it should be damaged, it should not be accepted for repairing without asking. If repairing is done without damaging, because the downfall is not easy to confess, it should be confessed. The subsequent repairs are the same as before. The downfall of repairing needles, the eighty-fourth, has been explained. The Extensive Commentary on the Pratimoksha Sutra, the Collection of Vinaya, Volume Forty-one. The origin of the downfall of repairing bed legs is that, by virtue of enactment and permission, there are two situations. The origin of the enactment is that the Buddha Bhagavan was residing in Shravasti, in the Jeta Grove, Anathapindika's Garden. At that time, a bhikshu traveled to various places and arrived in Shravasti, and rested because of the fatigue of the road, found a low bed in the doorway, washed his feet, and sat in the lotus position.
