The rule was established stating that entering (the village) constitutes a downfall. The location was Shravasti. The person involved was the venerable Charka. The affliction was not thinking due to uncleared habits. The offense was entering the village at an inappropriate time. The reason for the permission was that the Buddha Bhagavan was residing in Anathapindika's Grove in Jeta's Grove in Shravasti. Some monks were suffering from severe illnesses, and their companions were unable to care for them for long periods. The monk nurses were also neglecting the care of the sick, and the monk attendants were also neglecting the affairs of the Sangha. The monks reported this matter to the Bhagavan, and the Bhagavan instructed, "Therefore, a monk should inform (other) monks before leaving." After the Bhagavan instructed, "A monk should inform (other) monks," a certain monk left his bowl and robes at another house, and soon after, a fire broke out there. The monk started to go there, and when he reached halfway, he had the thought, "I have not informed (other) monks." So he returned, and before he informed (other) monks, his bowl and robes were burned. When he arrived there, the householder said, "Venerable one, why have you come so late? Therefore, your bowl and robes have been burned. If you had come sooner, your bowl and robes would not have been burned." The monk also became impoverished as a result. The monks reported this matter to the Bhagavan, and the Bhagavan instructed, "Therefore, except for such a situation." After that, the Bhagavan praised the desire to learn the precepts, respect for the precepts, and reducing the requisites for the precepts, and spoke to the monks in accordance with this, similarly to this, and in accordance with the Dharma, and then instructed the monks, "Monks, therefore, the former was an enactment, and this is a permission. My Shravaka disciples should recite the basis for learning the precepts in this way: 'If any monk enters a village at an inappropriate time and does not inform (other) monks, then such a situation'"

If not for a reason, then it is a downfall. The place is Shravasti. The person is a bhikkhu with few desires. Afflictions and faults are absent. Among them, the so-called "which bhikkhu" refers to this Dharma practitioner or others like him. The so-called "untimely" is divided into two types of untimely: before dawn and after noon. The so-called "village" refers to a place with streets, three-way intersections, and four-way intersections. The so-called "entering" means walking. The so-called "if not informing the bhikkhu's dwelling place" refers to where the bhikkhu dwells. The so-called "if not for such a reason" refers to starting from the topic, discussing the bhikkhu's dwelling place, until his bowl and Dharma robes are damaged, setting up such a reason. The so-called "commits a downfall" is as before. So, how does one commit a downfall? Here, one also needs to understand the characteristics of this place through the establishment of downfall by the main action, the preparatory action, and the preparatory action of the preparatory action, as well as the absence of downfall, what should be learned, and remedial measures. Among them, the establishment of the downfall of the main action here is: without the permission of the bhikkhu, unless walking by means of magical powers, if not informing the bhikkhu, or if there is no bhikkhuni, or no novice monk, or no siksamana, or no unordained bhikkhuni, entering another layperson's village during the untimely period between one's afternoon and before dawn, then it becomes the main action of the downfall of untimely walking. If one thinks it is untimely, then there is no fault. Without permission, unless walking by means of magical powers, then there is no fault. If not informing the bhikkhu, or if there is no bhikkhuni, or no novice monk, or no siksamana, or no bhikkhuni, then there is no fault. Circling a village with only one house, entering the end of a fathom, etc., then there is no fault. For a layperson's village, then there is no fault. Walking like a village, then there is no fault. The main actor here mainly focuses on the concept of not informing the bhikkhu's dwelling place, and without permission, unless walking by means of magical powers.
