There is no offense for one who has forgotten, or who speaks well, or who has been fully ordained, or for the sake of price, or who wishes to exchange. There is no offense for giving as a loan. There is no offense for one who is a beginner, or who is mad, or who is disturbed in mind, or who is afflicted by feelings. What is to be learned is that a bhikṣu should learn not to rely on all the ways that lead to an offense of giving robes in all places and at all times. What is to be repaired is like patching. The twenty-fourth offense of giving robes has been explained. The basis for the offense of making robes is: The Buddha, the Bhagavan, was dwelling in Śrāvastī, in the Jeta Grove, in the Garden of Anāthapiṇḍada. The bhikṣuṇī Sbed Ma's Dharma robe was tattered and the patches were old, so she found a large piece of cloth and had the venerable Ācāryā sew patches on it. The group of six bhikṣuṇīs returned, stretched out the large piece of cloth, cut and sewed it. Ācāryā took the patch and five-colored thread and went away. She sewed a pattern on the patch with five-colored thread, depicting Ācāryā embracing Sbed Ma's neck, then folded it up and gave it to Sbed Ma, saying, "Do not open it until it has been measured with paint. They mocked her, saying, "Sbed Ma, Ācāryā has been embracing you for a long time." The great प्रजापती गौतमी (Sanskrit: Prajāpatī Gautamī, Devanagari: प्रजापती गौतमी, IAST: Prajāpatī Gautamī, meaning: Great Mother Gautami) heard this and said, "Sisters, the group of six wicked bhikṣuṇīs are destroying the Bhagavan's teachings with offenses." On this occasion, with this subject matter, and in this context, the monastic community of monks gathered because the venerable Charka was wounded. He was engaging in behavior that was not in accordance with the monastic way of life, not agreeable, not proper, and not in accordance with the rules. He was repeatedly criticized, saying that this was not something a renunciate should do. The Blessed One, having fully seen the ten benefits of establishing the precepts, said, "Therefore, my disciples who are hearers should recite and study the basis of discipline in this way: 'Again, if any monk makes a robe for a non-relative nun, it is an offense entailing expiation.'" The location was Nyanyan Yod (Shravasti). The person was Charka. The affliction was desire. The offense was making a robe for a non-relative nun. In this case, "any monk" refers to Charka or anyone else like him. "Nun" refers to a follower of this Dharma. "Non-relative" means that up to the seventh generation of grandmothers and grandfathers are relatives, but beyond that, they are not relatives. "Robe" refers to any of the seven types of cloth: cotton, linen, fine cloth, coarse cloth, cotton-wool blend, Kotamapa cloth, and Nyo cloth. "Makes" means sewing. "Offense entailing expiation" means the same as before. So, how does an offense occur? Here, the definition of this is to be understood through the actual basis, the preparation, the preparation of the preparation for establishing the offense, the absence of offense, what should be learned, and the remedies. Here, the establishment of the actual basis of the offense is: if a monk, knowing that the nun is a non-relative, makes a suitable robe that meets the standard of covering the three wheels (of the body), then it becomes the actual basis of the offense of making a robe. If one knows that the nun is a non-relative, or if one has doubts, there is no fault. If the robe is suitable and meets the standard of covering the three wheels, or if it exceeds that standard, there is no fault. There is no fault for any manner of action, such as sewing. The actor here is: mainly the recognition that the nun is a non-relative. Here, the actual basis of the offense is constituted by five branches: the nun is a non-relative.
