Do you not appoint some individuals who have not been appointed by the Sangha as teachers? Some of the individuals who teach you come from the Sangha. You are also unwilling to appoint some monks as teachers. Your teachings and subsequent instructions come from the Sangha. Those who can teach, saying, "Ladies, be careful," can be appointed. If the limb of much learning already exists, then the second should not be appointed, and if the second exists, then the third should not be appointed, and if the third exists, then the fourth should not be appointed. Appointing a Bhikshuni's teacher in this way is done during the Sangha's fifteenth-day Uposatha. After the Sangha has performed the Uposatha, within the boundary of the Karma, all who abide in harmony with the Sangha's activities and intentions should rejoice and appoint through invitation and two Karmas. If these rituals are exceeded, the Karma will not be established. The Bhikshu should rejoice within the boundary during the Sangha's fifteenth-day Uposatha. There is no fault in teaching a Bhikshuni who has not been appointed through invitation and two Karmas. For the appointed one, if one of the five qualities and the later teacher's merits is not possessed, there is no fault in teaching a Bhikshuni. For the unappointed, whether or not those qualities are possessed, there is no fault in teaching a Bhikshuni. For a Bhikshuni, in this Dharma, one who is fully ordained and has not declined, naturally abiding, or two, or very many, or standing in the Sangha, there is no fault in teaching. For a teacher who possesses higher discipline and higher wisdom, belonging to any kind of scriptural authority, there is no fault. For a Bhikshu, there is no fault except for one who possesses the power of the supreme Dharma. There is no fault except for one who has not been previously appointed. In a place where the Sangha has not stood, if there is someone suitable as a teacher, there is no fault if there is no request from the Bhikshuni. The author here refers to teaching a Bhikshuni without being appointed. For this, one falls into a fundamental offense with five branches, that is, during the fifteenth-day Uposatha, within the boundary, the Sangha rejoices, not being appointed through invitation and two Karmas, and the appointed one does not possess the five qualities and the merits of the later teacher.

For each different preparation made in the actual deed, there is a corresponding offense of wrong-doing. For bhikṣuṇīs who are not in harmony, who have fallen, who have not taken full ordination, and whose names are inconsistent, there are offenses of wrong-doing. For teachings that do not belong to the three baskets, there is an offense of wrong-doing. The subsequent teacher of the Bhikṣuṇīs is a Bhikṣu who possesses morality, like a resident successor, proficient in the language of the city. Touching a Bhikṣuṇī with his body does not cause defilement, and even if it does, he can restore it according to the Dharma. Sisters, has your Bhikṣuṇī Saṃgha assembled? Is it completely pure? Is it harmonious? Is it without fault? You will not allow someone unappointed by the Saṃgha to teach, will you? The person who teaches you should come from the Saṃgha.
