Among these, the basis for the offense of preaching without permission has three aspects: the occurrence, the accompaniment, and the permission. The occurrence is that the Buddha, the Bhagavan, was residing in Anathapindika's grove in Jeta's garden in Shravasti. At that time, there were many Bhikshunis, such as the elder Bhikshunis among the noble great Shravaka disciples, for example: the Encouraging Mother, Minda, Mandava, Patacara, Wilderness Dweller, Happiness, Moon, Gautami the Lean, Lotus Color, Bhikshuni Mahāprajāpatī (Sanskrit: प्रजापति, IAST: Prajāpati, Literal meaning: Lord of Creation) Gautami, and others. Then, Mahāprajāpatī (Prajāpatī, Prajāpatī, Lord of Creation) Gautami, with her five hundred followers, came before the Blessed One. The Blessed One taught them the Dharma, and they departed. Then, not long after Mahāprajāpatī (Prajāpatī, Prajāpatī, Lord of Creation) Gautami had left, the Blessed One understood. He said to the venerable Ānanda: "Ānanda, which elder monks are taking turns teaching the nuns?" "Venerable sir, most of the elder monks are taking turns teaching the nuns, but the venerable Nanda is not suitable to teach the nuns even when it is his turn." At that time, the venerable Nanda was present in that assembly and was in harmony. Then, the Blessed One said to the venerable Nanda: "Nanda, you should go to the nuns, teach the nuns, instruct the nuns, and admonish the nuns with Dharma-related speech. Why is that? Nanda, it is appropriate for you to speak to the nuns, to instruct them, and to admonish them with Dharma-related speech." The venerable Nanda did not speak, but accepted the Blessed One's command. Then, the venerable Nanda was delighted and rejoiced at the Blessed One's words, bowed his head at the Blessed One's feet, and departed from the Blessed One's presence. Then, after that night had passed, the venerable Nanda, in the morning, put on his robes, took his bowl and Dharma robes, and went to Śrāvastī for alms. Then, after going for alms in Śrāvastī and finishing his meal, in the afternoon he did not go for alms, but put down his bowl and Dharma robes, and washed his feet.
