It is a minor offense. An offense similar to what kind of offense is also that kind of offense. An offense similar to the offense of wrongdoing is also a wrongdoing, it is a minor offense. There is no downfall in the following cases: If one expels with the thought that expelling is harmful to them, will cause discord in the Sangha, and is considered an antidote that will not be easily pacified, there is no downfall. There is no downfall in expelling a fallen monk and novice, if it is done according to the Dharma. There is no downfall for beginners, the insane, the mentally disturbed, and those afflicted by sensations. What should be learned is that a monk should not rely on all actions that lead to expulsion in all places and at all times, one should learn. One should not stay in a place where sexual activity may occur. The remedy is as before. The sixteenth expulsion offense has been explained. Next is the beginning of the suppression offense: The Buddha Bhagavan was staying in Shravasti, Jeta Grove, Anathapindika's Garden. At that time, the venerable Chaga said to the new monks: Venerable ones, come, wanting to travel, there we will also subdue the opponents, also proclaim our own fame, also accomplish gains, and also free you from the busyness of bowls, robes, nets, bowls, belts, recitation, reading, memorization, yoga, and attention. Chaga encouraged them in this way and let them stay with him. When they arrived near a monastery in the rocky mountains, the bell of the Sangha's residence in that monastery was rung, and Chaga's attendants entered inside, and Chaga and their respective residences were accepted and they sat down. Chaga was busy chatting outside and did not come until dusk. Those people arranged Chaga's residence separately, and after asking each other, they went to sleep. When it was time for their eyes to close, Chaga came, knocked on the door and entered, pushing some of them with his elbows and some with his knees, in a way that caused pain, and using that event as a cause, he suppressed them and drove those attendants out.

There, they were exposed to the elements without any shelter, causing them discomfort and pain. The next morning, they arose in fear and departed from Shravasti, recounting in detail to the monks what had happened to them. The monks inquired, "Why is it that monks, knowing that other monks are already present in the monastery of the Sangha, arrive later and, using the excuse that it will inconvenience others, forcibly lie down or sit behind them, and also engage in insults, accusations, and harsh words?" The monks reported this matter to the Blessed One. Thereupon, the Blessed One, in response to this incident, this origin, and this situation, convened the Sangha of monks and rebuked Ajaka, condemning in various ways this behavior that is not in accordance with the conduct of a Shramana, not in accordance with the Dharma, unlawful, and not in accordance with the rules, saying, "This is not something that a renunciate should do." The Blessed One fully perceived the ten benefits of establishing precepts and said, "My Shravaka disciples should recite and study the basis of discipline in this way: If any monk, knowing that other monks are already present in the monastery of the Sangha, arrives later and, using the excuse that it will inconvenience others, forcibly lies down or sits behind them, commits a Patayantika offense." Thus, the precept was established. The location was Shravasti, the person was Ajaka, the affliction was quarreling, and the transgression was later oppressing the monks. Among these, "any monk" refers to Ajaka or anyone else like him. "Of the Sangha" refers to the Sangha of the Tathagata's Shravaka disciples. "In the monastery" refers to a place where the four activities of walking, standing, sitting, and lying down are permissible. "Monks" refers to those who believe in this Dharma. "Already present" refers to having resided there earlier. "Knowing full well" refers to knowing oneself or being informed by others. "Arriving later" refers to arriving after that. "Will inconvenience others" refers to who cannot obtain happiness. "He will leave" refers to him leaving from there. "Taking that as the reason"
