Giving, it should be given. In places where one walks, if the soles of the feet are rough, grass should be laid down. Those should also be discarded. When the time comes to leave the walking place and go elsewhere, the grass that was previously laid down in the walking place, except for being crushed by stones and the like, and not breeding insects, the rest should be discarded. If one does not leave the walking place and does not go elsewhere, then for the grass laid down in the walking place, one should inspect it separately from time to time, and replace it. If it is moist and hard soil, then it should be replaced every day. In other places, it should be replaced every half month. In the walking places, bundles of grass should be tied with ropes on top of the laid-out area and hung on trees. Heavy clay materials should be placed in earthenware pots. The method of repairing is the same as before. The fifteenth of the offenses of laying down has been explained. (Sarvāstivāda Vinaya Vibhaṅga). Twenty-second fascicle. The origin of the offense of expulsion is: Due to what is prescribed and what is permitted, there are two situations. The origin of what is prescribed is: The Buddha Bhagavan was residing in Shravasti in the Jeta Grove of Anathapindika's Garden. At that time, the venerable Acharya said to the newly ordained monks: Venerable ones, come, let us go on a tour, and there we can also subdue the opponents, and also proclaim our own fame, and also obtain gains, and you can also be free from the busyness of bowls, robes, nets, bowls, belts, teachings, reading, recitation, yoga, and attention. Acharya encouraged them in this way, and made them attached to himself. When they arrived near a mountain rock temple, the temple rang the Ghaṇṭā of the Sangha's residence, and Acharya's attendants entered it, Acharya and they each occupied a residence, and when they settled down, Acharya was busy chatting outside, and did not return until evening, so those people tidied up Acharya's residence, asked each other, and fell asleep. When they had barely closed their eyes, Acharya came back, knocked on the door, and drove those attendants out. Those people spent the night there without bedding or covering.

Having been afflicted by the wind and fallen ill, and being cowardly in his heart, he ran to Śrāvastī and told the monks in detail how he had been treated. The monks rebuked, saying, 'Why do these monks with few desires drive the monks out of the Saṅgha's monastery?' They accused, reviled, and insulted. At that time, the monks reported this matter to the Blessed One. Then, the Blessed One, because of this event, this origin, and this occasion, convened the Saṅgha of monks and rebuked, saying, 'You were injured by quarreling, your behavior is not like that of a śrāmaṇa, it is not in accordance, it is not appropriate, it is not in accordance with the rules, these are not things that a renunciant should do.' He rebuked them in various ways. The Blessed One saw the ten benefits of establishing precepts, therefore my Śrāvaka disciples should recite and learn the basis of discipline in this way: 'If any monk, being angry, agitated, arrogant, and dissatisfied, expels a monk from the Saṅgha's monastery, or instructs others to expel him, he commits a sin of downfall.' The place where the precept was established was Śrāvastī. The person was the quarrelsome one. The affliction was hatred. The offense was expelling a monk from the Saṅgha's monastery. The origin of the permission was: The Buddha, the Blessed One, was dwelling in the Jeta Grove, Anāthapiṇḍika's Park in Śrāvastī. In Śrāvastī, there was an earthen monastery, and a sick monk was living there. Soon, five-colored clouds gathered, and the monks said to him, 'O Venerable One, five-colored clouds have gathered, the monastery may collapse, please leave.' He said, 'I cannot leave on my own.' The monks felt remorse, and then it rained, the monastery collapsed, and it fell on that monk, and he died. At that time, the monks reported this matter to the Blessed One. Then, the Blessed One praised the desire to learn the precepts, the respect for the precepts, and the reduction of the requisites for the precepts, and spoke to those monks words of Dharma that were in accordance with it, related to it, and in harmony with it, and then said to the monks, 'Monks, therefore, the former (precept) is an enactment, and this is a permission. My Śrāvaka disciples should subdue...'
