The Buddha said: "Therefore, monks, the former was a rule, and this is a permission. My disciples who are hearers should recite the basis of learning the Vinaya as follows: If any monk in the monastery of the Sangha lays down a grass mat or a leaf mat, or has it laid down and does not collect it, or does not have it collected, and leaves without informing the monks present, except for such a reason, he commits a Patayantika offense." Thus, permission was granted. The place was Shravasti. The person was the holder of this Dharma. Afflictions and faults were absent. Among them, "any monk" refers to the holder of this Dharma.
