The agent here is mainly the understanding that the seeds and immature sprouts that have not been damaged are the main agents. For this, adding a limb will lead to a fundamental downfall. For each tool or substance added to destroy them, there is a misdeed of action. Swallowing without breaking the kernel is a misdeed. If one thinks, "It would be good if this were cut off," and chops with an axe, it is a misdeed. It is a misdeed to perceive something that is not a seed or a being as such, and to be of two minds. It is a misdeed to subsequently label bark, fragments, gray leaves, flowers opening, and fruits ripening as being half-dead. Cutting the water of open flowers such as lotuses, and scraping moss from rocks, are misdeeds. It is a misdeed to subsequently label a seed that has been planted but has not sprouted roots as being half-grown. Worms in the ground, plows on meat, wounds on meat, and moisture in containers and food, etc., are also referred to as being half-grown.

There is no transgression for those who are impaired and those who have been properly performed. There is no transgression when gathering or when there is no consciousness there. There is no transgression in cutting off by means of miraculous powers in times of poverty. There is no transgression in the intention itself of crushing Ushi Khucan and others, cutting, pulling limbs and others, and making mandalas and water bottles. There is no transgression even if it is cut off if it cannot be freed when it is bound with Kusa grass and others in times of poverty. There is no transgression if one bhikkhu cuts off from those if many bhikkhus are bound by Kusa grass and others and they cannot be freed. Since the nature of no seed is the nature of innocence, there is no transgression even if those without the nature of seed are impaired. It is lawful to dig out wounds, grind, pull out, press, scrape, and cut with fire recognition, knives, nails, and parrots. Therefore, for those, bhikkhus do not need to rely on other lawful actions by observation, and there is no transgression even if those are impaired. It is not necessary to stay there until the grains and the like are made lawful by observation until they become non-seeds, because observation alone is lawful, so there is no transgression for that. When grains and the like are made lawful by observation, fire and steam are the same, so it is lawful to observe with either of the two, so there is no transgression for that. When fruits such as grapes are made lawful by fire observation, it is lawful to burn in the common teeth and common volume, and it is lawful to observe two or three directions with fire, so there is no transgression for that. Except for those made lawful by fire by other bhikkhus, it is the nature of other bhikkhus to make the five kinds of seeds lawful by knives, nails, etc., so there is no transgression for that either. The bhikkhu who makes it lawful is the destruction of the seed assembly.
