Do not hold on! Like this, this monk and this nun, like husks, are unbearable for this Dharma and Discipline. It should be said: 'You look to the Bhagavan and the elders, elders!' If the monks are unwilling to separately inform the laity in their homes, then, in order to separately inform the laity that 'these two monks and nuns are sinners,' all the monks should perform a separate karma. The subsequent treatment is the same as before. The seventh of the expiation of the offense of uttering evil words has been explained. The origin of the offense of boasting about the superior human Dharma that one has not attained is: The Buddha Bhagavan was residing in the multi-storied lecture hall by the Monkey Pond in Vaishali. At that time, the Bhagavan, for the five hundred fishermen who relied on and resided on the banks of the delightful river, from the beginning of catching crocodiles and other kinds of fish, well explained the Dharma and Discipline, and they therefore renounced and received full ordination. They directly realized the state of Arhat. When a famine occurred, they promised to stay near the fishing village, and told their relatives how they had attained the superior human Dharma. Because people in the world like merit, the relatives even took food from their own children and properly offered it to them, making them well-fed. When the summer ended, at the great assembly, the monks wanted to prostrate at the feet of the Bhagavan. The venerable Ananda saw that those monks who had promised to stay in the remote village were emaciated, weak, thin-necked, thirsty, with emaciated bodies, skin, muscle, and blood diminished due to the fatigue of begging; while those monks who had promised to stay near the nearby village were fat, with skin, muscle, and blood abundant because they were not burdened by begging. He asked the reason for this, and they also explained it in detail. The venerable Ananda said to them: 'You have spoken the truth about the superior human Dharma that you have not attained to those who are not fully ordained.'

When asked, "Is it permissible to speak?" they said, "It may be permissible, and it may not be permissible. Thus, we have spoken." Because the monks were content with few desires, why did the monks rebuke those who had not received full ordination for speaking the supreme human Dharma truth? They condemned, insulted, and ridiculed. At that time, the monks reported to the Blessed One. Then, because of this event, this origin, and this circumstance, the Blessed One convened the monastic community of monks and rebuked the monks residing on the banks of the Delightful River for their lack of diligence, effort, and unexamined actions. He praised diligence, effort, and acting after examination, and having fully observed the ten benefits of establishing the precepts, therefore, when reciting the Pratimoksha Sutra, this root of the training should be recited as follows: If any monk speaks the supreme human Dharma truth to one who has not received full ordination other than a monk, he commits an offense entailing expiation. The place where the precept was established was Vaishali, the person was five hundred Arhat monks who had become monks from fishermen, the affliction was the lack of examination due to uncleansed habits, and the offense was speaking the supreme human Dharma truth to one who had not received full ordination. Among them, the so-called "any monk" refers to a monk belonging to this Dharma. The so-called "to one who has not received full ordination" means that there are two types of fully ordained persons: monks and nuns. Other than these, they are not fully ordained. The so-called "supreme human Dharma" refers to the Dharma of humans, namely Nirvana, which only humans can attain. Eunuchs, hermaphrodites, and those with two sets of genitals cannot attain it, let alone sentient beings in hell, animals, and hungry ghosts. The so-called "supreme" means that the form realm is supreme compared to the desire realm, and the formless realm is supreme compared to the form realm. Alternatively, the so-called "human Dharma" refers to the five obscurations. The so-called "supreme" refers to whatever abandons these obscurations. The so-called "truth" means that its essence is truly real. The so-called "to speak" means to tell. The so-called "commits an offense entailing expiation" means the same as before. So, how is an offense committed? Here, too, there is the main action and
