The term "is" refers to the establishment permitted by the Sangha. The term "offense" is as previously stated. So, how does an offense arise? Here, too, the nature of this should be understood through the main act, the preparatory act, and the preparatory act of the preparatory act establishing the offense, as well as non-offense, what should be learned, and purification. Among these, the establishment of the main act's offense here is: a Bhikshu, not appointed by the Sangha to declare an evil dwelling, saying to a listener who has not taken full ordination that they commit a Parajika offense, and committing a Parajika offense by not understanding a Sanghavasesa offense and thinking they understand it. If Sanghavasesa offenses are declared, whether declared separately or summarized, it becomes the main act of declaring an evil dwelling offense. For the one declaring the offense, there is no fault if the Bhikshu is not appointed by the Sangha to declare an evil dwelling. There is no fault in not requesting the Sangha for the sake of declaring an evil dwelling. There is no fault whether the listener has not taken full ordination, whether they are human, layperson, or monastic, whether their views are the same or different. There is no fault if the listener has previously been declared by a Bhikshu to have committed a Parajika offense, and does not understand the Sanghavasesa offense. There is no fault whether Parajika and Sanghavasesa offenses are declared separately or summarized. There is no fault in declaring any one of these. There is no fault in establishing it as one main act, even if there are multiple meanings, even if one word is spoken with one preparatory act, whether these two offenses are declared separately or summarized. The agent here is the one who commits a Parajika offense because the listener has not taken full ordination, and the one who does not understand the Sanghavasesa offense, with understanding being the main agent. Here, the offense of the main act occurs with five limbs: a Bhikshu is not appointed by the Sangha to declare an evil dwelling, he knows that the listener has not taken full ordination, does not understand the evil dwelling, the listener is a human who has not taken full ordination, declaring the evil dwelling commits a Parajika offense, and declaring the Sanghavasesa offense, whether declared separately or summarized, and the other party understands the meaning. A downfall is a misdeed, that is, as long as one initiates the act of confessing a downfall by stating an offense, up to the actual basis, it is a misdeed. For each different actual act committed, there is a corresponding misdeed. A misdeed is committed towards a non-human listener. If a misdeed is committed towards an animal, it is to be reproached. Committing a misdeed by confessing a downfall other than a defeat or a remaining offense of the Sangha. Committing a misdeed by confessing the offense of one who is not fully ordained. If one speaks the truth, there is no fault here. If one speaks falsely, then one has also spoken of another offense. Committing a misdeed if the other person does not understand the meaning. The downfall of an act of an act is a minor misdeed; as many acts as there are, there are as many acts of acts. The act of an act of a misdeed is also a misdeed, that is, a minor misdeed. There is no downfall when the Sangha has appointed someone to confess downfalls. There is no downfall in requesting the Sangha. There is no downfall for a beginner, one who is insane, one whose mind is disturbed, or one who is afflicted by feelings. What is to be learned is that in all places and at all times in the realm of a monk, one should learn not to rely on all forms that lead to the downfall of confessing offenses. The Sangha should please the monk who makes the sinful monks and nuns separately understood in the homes, and should appoint them by means of a request and two actions. Because of making them separately understood in the homes, the monk should say this in the places where the offenses are separately understood: "Venerable ones, listen. Causing trouble in the homes and causing trouble in the places, just as when an unbearable wheel of hail falls on a field of abundant rice, the rice itself becomes withered, rotten, and unsuitable because it is not proper; and when a disease called red disease occurs in a field of abundant sugarcane, the sugarcane itself becomes withered, rotten, and unsuitable because it is not proper. Venerable ones, this monk and this nun have exceeded the limit of the teaching."
